About this opportunity
The State of Utah Division of Purchasing, conducting on behalf of the Division of Wildlife Resources, is soliciting bids under IFB AM27-9 for hand cut and pile services on up to 235 acres in Sanpete County, with bids due August 6, 2026. Participation is restricted to pre-qualified contractors currently listed on the state's Pre-approved/Pre-qualified Vendor list; contractors not on this list may not submit.
The scope comprises manual cutting and piling of vegetation across two units (Unit 1 and Unit 2) within the project area, with performance required between August 13 and November 30, 2026. No mandatory site visit is required. Geographic boundaries and parcel data are provided via GIS shapefiles and town/imagery maps to enable bidders to assess the specific work areas.
Award will be made to the single lowest-cost responsive and responsible vendor, evaluated on a per-acre cost basis. Vendors must guarantee pricing through project completion and may not adjust costs regardless of changes in conditions or scope. Pricing submissions are binding firm quotes.
The Terms and Conditions document establishes contractor obligations including compliance with all applicable federal and state laws, six-year post-payment record retention, procurement of necessary permits and licenses, employment verification through E-Verify, and maintenance of workers' compensation insurance with a minimum of $1 million commercial general liability coverage and $1 million combined single limit commercial automobile liability. Payment is due within thirty days of correct invoice receipt. The State retains the right to terminate for convenience with thirty days' written notice or for cause with ten days to cure. Vendors are warranted for one year and must indemnify the State against third-party claims.
Pre-qualified contractors remain on the Rangeland Pre-Qualification list by maintaining a minimum average performance score of 60 across three weighted categories: Quality of Product or Service (multiplied by 8), Timeliness of Performance (multiplied by 8), and Contract Management (multiplied by 4). Contractors scoring below 60 are removed from the list for the specific treatment and acreage category and all larger acreages within that category; they may reapply at the next open Request for Sealed Quotation.
