The State of Utah Division of Purchasing, conducting through the Division of Wildlife Resources, is requesting bids for lop and scatter services on up to 1,310 acres in Utah County under IFB AM27-104, with bids due September 17, 2026. Participation is restricted to pre-qualified contractors currently on the state's pre-approved/pre-qualified vendor list; bids from non-prequalified contractors will not be considered.

The scope involves mechanical removal of standing live juniper trees and saplings using hand crews with chainsaws to reduce wildland fire hazard and restore wildlife habitat across approximately 1,337 acres located approximately 5 miles northwest of Elberta, with elevations ranging from 4,900 to 6,100 feet and slopes between 5 percent and greater than 45 percent. The work encompasses two depth categories: 397 acres requiring less than 12 inches of lop and scatter and 940 acres requiring less than 8 inches. Contractors must locate treatment boundaries using GPS. The contractor furnishes all labor, equipment, supervision, transportation, operating supplies, and incidentals necessary to complete work on Bureau of Land Management lands.

Project performance runs from September 21, 2026, through November 20, 2026. No mandatory site visit is required. The contract will be awarded to the single lowest cost responsive and responsible vendor using lowest cost per acre as the evaluation methodology. Bidders must guarantee pricing through project completion. Geospatial files in multiple formats (shapefile, KMZ, projection file) define project boundaries.

Per standard Purchase Order Terms and Conditions, the contractor must maintain workers' compensation and general liability insurance with minimum limits of $1 million per occurrence and $3 million aggregate. The state retains a thirty-day inspection and acceptance period; invoicing and payment occur within thirty days of correct invoice receipt.
