About this opportunity
The State of Utah Division of Purchasing, on behalf of the Division of Wildlife Resources, is seeking a responsive and responsible vendor to perform aerial seeding services for the Monroe Canyon Fire restoration project in Sevier County. The procurement involves aerial seeding of approximately 1,185 acres of private land at upper elevations, with a specified seed mix to be applied at 15.30 pounds per acre, totaling approximately 18,134 pounds of seed. Contractors must possess aircraft equipped with GPS technology capable of maintaining an 80-foot seeding swath width and applying seed at the specified bulk rates. The project is scheduled to commence on or before December 22, 2025, and must be completed by December 31, 2025, with daily work beginning no later than 8:00 a.m. to minimize wind-related seed drift. Evaluation criteria will be based on the lowest cost submission that meets all specified requirements, with quotes assessed for responsiveness according to the Utah Procurement Code. The RFQ requires a single primary bid per vendor, with multiple or alternate quotes not accepted, and any exceptions to the RFQ content must be protested in writing to the Division of Purchasing prior to the closing date of December 18, 2025.
There are no specific set-aside designations or restrictions on organizational types mentioned in the procurement documents. A pre-work conference will be held at the project site before work commencement to review specifications and work schedules. The contractor will be responsible for identifying and securing aircraft departure locations, preferably from Richfield, Utah Airport, and managing all equipment for seed loading, transportation from the GBRC Warehouse in Ephraim, Utah, and storage protection. While specific award values are not explicitly stated, the procurement involves a cost-per-acre basis for aerial seeding services. The contractor must provide radio communication systems for field personnel coordination and submit electronic files documenting treatment coverage upon completion of each treated area. The Utah Division of Wildlife Resources will conduct final inspection and retain final authority over payment approval. Additional requirements include maintaining workers' compensation insurance, commercial general liability insurance with minimum limits of $1,000,000 per occurrence and $3,000,000 aggregate, and commercial automobile liability insurance of $1,000,000 per occurrence if vehicles are used.
