About this file
This is a Scope of Work document prepared by the Utah Division of Wildlife Resources (UDWR) for aerial seeding services related to the Monroe Canyon Fire Restoration project. The project involves aerially seeding approximately 1,185 acres of private land in Sevier County, Central Utah, using a specified seed mix applied at 15.30 pounds per acre for a total of approximately 18,134 pounds of seed. The contractor must possess aircraft equipped with GPS technology capable of maintaining an 80-foot seeding swath width and be able to apply seed at the specified bulk rates. Seeding operations are scheduled to commence on or before December 22, 2025, and must be completed by December 31, 2025, with work beginning no later than 8:00 a.m. daily to minimize wind-related seed drift. The government reserves the right to postpone operations if wind speeds exceed 10 miles per hour. A pre-work conference will be held at the project site prior to the start of work to review specifications and work schedules, and progress meetings will be held as needed during execution of the work.
Bids are to be submitted on a cost-per-acre basis, with the contractor responsible for identifying and securing aircraft departure locations, preferably from Richfield, Utah Airport. The contractor is responsible for all equipment on-site capable of loading and unloading seed from fertilizer sacks, transporting seed from the GBRC Warehouse in Ephraim, Utah to the designated airport, and protecting government-furnished seed during transport and storage. The contractor must provide radio communication systems for coordination among field personnel and with government project inspectors. Upon completion of each treated area, the contractor shall submit electronic files in Trimble, ARC/INFO, or ARCVIEW format documenting treatment coverage, with a government representative monitoring GPS compliance throughout the project. UDWR will conduct final inspection and retain final authority over payment approval for aerial seeding services rendered.

Attachment: Scope of Work AM26-53 MONROE CANYON FIRE Upper Elevation Aerial Seeding
Introduction:
Utah Division of Wildlife Resources (UDWR) is acquiring services for aerial seeding as part of the above-mentioned project. This aerial seeding project is in association with the Monroe Canyon Fire Restoration Treatments.
Description of Work:
Furnishing labor, equipment, supplies, and materials, except for specified Government-furnished property, to aerial seed a total of approximately 1,185 Acres for Habitat Restoration occurring in Central Utah. Project is located in Sevier County.
Location:
This project is located in Sevier County; this project is located on Private Lands. Vicinity maps showing aerial seeding locations are attached. Only areas outlined on the project maps will be aerially seeded.
Acreage: 1,185 acres total @ 15.30 lbs/acre. (Private Portion Only)
Total Acres to be seeded: 1,185
Airports: Above mentioned projects can be flown from the Richfield UT, Airport. It is the contractor’s responsibility to identify and secure the locations they wish to fly from.
Pricing: Bids are to be submitted on a cost per acre basis.
Seeding Rate:
Primary Seed Mixes will be applied at bulk rates specified above. Seed mixed will include a mixture of grasses, forbs and shrubs. Aircraft used must be capable of seeding at these specified rates. Contractor will be required to fly at a maximum 80’ seeding swath width. Overlapping of flight seeding pattern will reduce “stripping” in the overall seeding project.
GPS Technology:
The aircraft must be equipped with a global positioning system that is used to establish flight lines for 100% coverage. DWR will provide to the Contractor an electronic file containing coordinate positions of treatment areas in an ARC/INFO GIS format. The Contractor shall provide a Trimble, ARC/INFO or ARCVIEW electronic file in UTM projection North America Datum 1983 of treatment coverage upon completion of each treated area or as required by the Contracting Officer. A government representative shall monitor the Contractors GPS to assure Contractors compliance with contract specifications.
Seed Application:
The Contractor shall certify to UDWR they have the capability to meet the requirements of the request for quote prior to performing any aerial work.
Radio Communication:
The Contractor shall provide a communication system so that contractor personnel engaged in the project at different locations can communicate at all times with each other and so that Government Project Inspectors may communicate with the contractor at any time to discuss performance matters.
Total Weight:
Approximately 18,134 lbs. of seed will be provided. All seed will be supplied in 1,250 - 1,300 lb. fertilizer sacks. It will be the responsibility of the contractor to have equipment on site to off load and load the seed into the aircraft. Seed mixes will consist of a combination of grasses, forbs, shrubs.
Seeding Date: Seeding should start on or before December 22nd , 2025 and should be completed by December 31st 2025. Seeding contractor will need to coordinate closely with UDWR to determine the best timing for the seeding.
Timing:
The contractor will be expected to begin seeding by 8:00 a.m. to avoid windy conditions and minimize seed drift. The government reserves the right to postpone the seeding operation if wind speed exceeds 10 miles per hour.
Seed Transport, Storage, and Handling:
It will be the responsibility of the contractor to pick up and deliver the required seed from the GBRC Warehouse in Ephraim, Utah to the designated airport the contractor is to fly from. The Contractor will need to make prior arrangements with the GBRC Seed Warehouse as to times and dates they are open so personnel can load the seed for transport. The government-furnished seed from the pickup point to the airport shall be the contractor’s responsibility for the protection from loss or damage during transport and delivery.
Pre-work Conference
1. Location: Meetings shall be held at the project site, or as determined by the Project Manager
1. Notification: A pre-work conference will be held prior to the start of work. The Contractor will be notified in advance of the meeting time, date and place. The purpose will be to review required work, project drawings and specifications of the contract.
