About this opportunity
Maui County is requesting bids for resurfacing Runway 2-20 and realigning Taxiway A at Kahului Airport, with proposals due August 13, 2026 at 2:00 p.m. Hawaii Standard Time. Bidders must hold a valid State of Hawaii General Engineering "A" license at time of bidding — the mandatory eligibility filter.
The scope encompasses resurfacing the runway; realigning Taxiway A at the Runway 2 exit; replacing runway lights, cabling, and constant current regulators; realigning three runway hold line markings along Taxiway A with associated signage; and applying new markings throughout the airport. Work is performed at Kahului Airport on the island of Maui within the Airport Operational Area and subject to strict FAA regulations, airport security protocols, and construction safety requirements including equipment limitations within 75 feet of taxiways and 500 feet of active runways. The contractor must provide 24-hour emergency repair capability and maintain constant radio communication with airport control tower personnel.
The estimated construction cost is $17 million to $22 million. The contract is subject to prevailing wage requirements and employment of Hawaii residents (minimum 80% of workforce). An apprenticeship preference providing a five percent bid adjustment applies to bidders party to apprenticeship agreements. Liquidated damages are $5,000 per calendar day for failure to complete within 307 calendar days, $20,000 per calendar day for failure to complete construction activities within 155 calendar days, and $20,000 per hour for delay in reopening the runway during overnight closures.
A virtual pre-bid conference is scheduled for July 20, 2026 at 10:00 a.m. HST; bidders must contact Project Manager Roger Ross by July 17 at 12:00 p.m. HST to receive the meeting invitation. A pre-bid site visit is scheduled for July 23, 2026 at 8:00 a.m. HST; registration with the Project Manager is required by July 17 at 2:00 p.m. HST. Requests for Information and Substitution Requests are due July 24, 2026 at 2:00 p.m. HST through HIePRO. Bid security of at least 5% of the base bid and additive alternates is required.
