About this opportunity

The Washington State Department of Social and Health Services (DSHS) is seeking qualified contractors to secure independent community-based housing for ALTSA clients living with disabilities through a competitive solicitation (RFP #2434-845). The goal is to expand the state's capacity to serve this population by enhancing housing options, increasing individual choice, strengthening communities, and reducing reliance on institutions. Successful contractors will secure housing units for ALTSA referrals utilizing sponsor-based and/or master leased contracts. The contract period is from May 16, 2024 through June 30, 2025, with a possible 2-year extension. Bidders must meet minimum qualifications, such as being licensed to operate in Washington, having the ability to make leasing decisions, and demonstrating experience with hard-to-house individuals. Proposals are due by April 2, 2024, and the apparent successful bidder(s) will be announced on or around April 18, 2024.

The solicitation does not specify any set-aside requirements or restrictions on the types of organizations that can respond. However, DSHS will consider awarding evaluation points to Certified Washington Veteran-owned and/or Washington Small Businesses. The total available funding for this procurement is $800,000, and the contract will be funded through state appropriations. The solicitation does not identify any incumbent vendors or contractors, nor does it require integration with any existing infrastructure or technology. Bidders will be reimbursed for allowable expenses, and there may be opportunities for delivery-based payments as well.
