About this opportunity
The State of Nevada, Department of Corrections, is procuring alfalfa hay for the Prison Ranch through the Nevada State Purchasing Division in a one-time commodity purchase. The solicitation seeks a minimum of 2,500 tons of large bales and a maximum of 500 tons of small bales of alfalfa hay from the 2024 or 2025 crop, first or second cutting, that is domestically grown and free of rain damage, mold, weeds, and noxious species including Russian thistle, prickly herbs, cheat grass, and bearded grain. Large bales must conform to specific dimensions (4'x4'x8', 4'x3'x8', or 3'x3'x8') and cannot be round bales, while small bales must be stacked 8 to 13 tiers high and large bales three to four bales high. Vendors must submit pricing on a per-ton basis as separate line items for large and small bales with FOB Destination pricing, including off-loading and stacking charges at the Prison Ranch located at 1723 Snyder Avenue, Carson City, Nevada. All hay is subject to inspection at the vendor's facility prior to delivery and upon receipt at the destination, with tonnage certified at the vendor's facility and confirmed with a State Certified Weight Certificate at delivery. Delivery must commence immediately following notification of award between 6:00 a.m. and 5:30 p.m., Monday through Sunday, with vendors required to provide three working days' notice prior to shipment. The bid due date is May 28, 2026, with submission required through the NevadaEPro electronic procurement platform; vendors must acknowledge receipt of the solicitation upon first viewing and may submit questions to purchasing officers through the Bid Q&A feature up to specified deadlines.
Nevada-based businesses may claim a five percent preference if a majority of goods provided are produced in Nevada, and local businesses owned and operated by veterans with service-connected disabilities receive additional preference consideration for contracts valued between $50,000 and $500,000. All vendors must comply with Nevada Department of Corrections regulations, including restrictions on contraband, tobacco products, and cell phones, with ex-felons formerly incarcerated in the Nevada Department of Corrections system prohibited from facility access. The State reserves the right to award the contract to more than one vendor based on available tonnage, and the evaluation criteria include the lowest responsible bidder after consideration of location of the using agency, quality of articles, total cost of ownership, conformity to specifications, intended purposes, and delivery dates. All goods procured must be new only, with used, refurbished, demo, prototype, or gray market equipment not acceptable. Vendors must carry automobile liability insurance with a combined single limit of $1,000,000 if delivering commodities directly to the State, must comply with federal Occupational Safety and Health Act standards, and must certify they will not engage in a boycott of Israel as required by Nevada law. No incumbent vendors or budget ranges are specified in the available solicitation documents.
