About this opportunity

The City of Amarillo is requesting bids for annual airport window cleaning services at Rick Husband Amarillo International Airport under ITB 203-26 MRH, with proposals due October 15, 2026 at 3:00 p.m., and a non-mandatory pre-proposal conference on September 30, 2026 at 2:00 p.m. (virtual via Microsoft Teams or in-person at the airport). A local-vendor preference under Texas Local Government Code Section 271.9051 applies — if a local vendor's bid is within 5% of the lowest bid, the City may award to the local vendor provided the governing body determines in writing that the local vendor offers the best combination of price and additional economic development opportunities.

The scope encompasses comprehensive window cleaning for Rick Husband Amarillo International Airport's terminal building (landside and airside sections), parking garage levels one through three, ticketing lobby, baggage claim, hold room seating, conference rooms, dining facilities, and retail spaces. Detailed AutoCAD drawings identify specific window locations. The contract requires specialized maintenance protocols for Avery Dennison Solar Films, including prohibition of cleaning for 30 days following film installation and mandatory use of mild detergent solutions with soft materials; vapor cleaners and ammonia-based cleaners are prohibited.

The contract term is one year with four optional one-year renewal terms. The City holds the option to extend upon 30 days' written notice before expiration. Compensation is a maximum annual amount to be determined; payment adjusts proportionally upward or downward if glass quantities change due to construction or tenant changes. The Notice to Proceed will issue 30 days following contract award.

Bidders must submit a proposal bond of not less than 5% of total bid amount and comply with prevailing wage rates (2021 rates apply) as mandatory. Insurance requirements include $1,000,000 general liability and $1,000,000 automobile liability, with the City named as additional insured. Work must commence within ten calendar days of notice to proceed and complete within thirty days. The City is exempt from federal excise and state taxes; tax should not be included in bid pricing. Bids must be quoted F.O.B. destination. All vendors must submit Form 1295 (Disclosure of Interested Parties) electronically to the Texas Ethics Commission before contract execution and comply with Texas prevailing wage, energy boycott, and firearm discrimination prohibitions. Vendors listed on the City Excluded Parties List as of October 3, 2024, are ineligible.
