About this opportunity
Palm Beach County Department of Airports is requesting proposals for environmental consultant services supporting four county-owned airports (Palm Beach International, North Palm Beach County General Aviation, Palm Beach County Park, and Palm Beach County Glades), with proposals due July 22, 2026, at 3:00 p.m. A non-mandatory pre-proposal conference was held July 1, 2026; a final question deadline of July 13, 2026 has passed. Addenda No. 1, 2, and 3 were issued July 14, 2026 and modify the base RFP — prospective bidders must acknowledge receipt of all addenda in their proposals.
The scope is on-call environmental consulting on a task-by-task basis across four categories: air, water, waste, and wildlife. Services include audits, inspections, assessments, testing and monitoring, permitting, remediation design, reporting, training, and extension-of-staff support. Proposers must identify the specific environmental impact categories in which they seek consideration. Contractors must be CCNA certified by the County's Engineering and Public Works Department prior to proposal submission. Services must comply with FAA, FDOT, and applicable federal, state, and local codes and regulations.
The estimated annual total contract value is $500,000; no minimum compensation is guaranteed. The contract term is two years with three optional one-year renewals at the County's discretion. Compensation is determined on a task-by-task basis through Consultant Service Authorizations structured as fixed-price/lump-sum or time-and-materials not-to-exceed arrangements. Up to three firms will be selected.
Affirmative procurement requirements include a 15 percent Small Business Enterprise (SBE) participation goal for Consultant Service Authorizations funded with local dollars. Disadvantaged Business Enterprise (DBE) participation goals will be set for each task eligible for federal or state funding; the contract is subject to 49 CFR Part 26 DBE Program provisions.
Selected consultants must maintain commercial general liability insurance of at least $5 million per occurrence, business automobile liability of $5 million, worker's compensation, and professional liability of at least $5 million per claim.
Evaluation criteria for shortlist selection: firm qualifications and past performance (35 points), approach and understanding of county goals (35 points), and volume of previous work awarded by the county over the past four years (10 points). Final selection criteria weight qualifications and past performance at 50 points, approach at 20 points, and prior county work at 10 points. Presentations are required for short-listed firms. The shortlist committee was tentatively scheduled for July 2026; final selection meetings are anticipated for August 2026.
