About this opportunity
The City of Austin, Texas is soliciting bids under Invitation for Bid 8200 BYS1063 for maintenance and repair of Kaishan air compressors, with bids due December 1, 2026. No set-aside applies. The City's Small Business Preference and Local Business Preference programs are optional and not required to submit an offer. Local Business Preference requires offerors to certify headquarters within the Austin-Round Rock-San Marcos Metropolitan Statistical Area, and it may not be allowable in federally funded solicitations.
The solicitation covers four pricing categories: repair services (standard service calls, emergency after-hours service, travel charges, and additional repair labor); routine and preventive maintenance for two Kaishan compressor units, with estimated annual quantities of three routine services and one major maintenance service per unit; markup pricing for materials, with an estimated annual spend of $10,000; and markup pricing for non-specified products and equipment, with an estimated annual spend of $10,000. Markups on materials and equipment are capped at 25 percent and must be stated numerically. Pricing must be all-inclusive of labor, travel, tools, overhead, per diem, and shipping to the Austin area. Category 4 non-specified services are informational only and do not factor into award. A zero bid is treated as no-charge service, while blank or "no bid" entries may result in disqualification.
Offerors must submit a certificate of insurance before contract execution and within 14 calendar days of a written City request. Required coverage includes $500,000 per occurrence commercial general liability, $500,000 combined single limit business auto liability, and workers' compensation with $100,000 per accident employer's liability. Insurers must be authorized in Texas and rated A.M. Best B+VII or better, and the City must be named additional insured. Offerors also certify compliance on the wage theft ordinance, non-discrimination, and Texas residency under Government Code Chapter 2252.002, and must disclose the state of manufacture for any equipment offered. Awarded contractors must complete City wage theft training within 30 days of award. The submittal requires at least three verifiable references for similar services within the last five years. Subcontractors require prior written City approval, and the City has determined that no MBE/WBE subcontracting goals apply.
The City may award a single contract to the lowest overall cost or multiple awards by category or line item based on criteria it deems most advantageous. Procurement specialist Brenita Wilkison is the listed contact.
