About this file

This document is a Small Business Preference submittal form for the City of Austin procurement program. The file establishes the framework for optional participation in the City's Small Business Preference Procurement Program, which is designed to encourage small business participation and increase contracting opportunities. Offerors may voluntarily elect to identify themselves as recognized small businesses; participation is optional and not required to submit an offer in response to this solicitation. The program provides incentives for both small business prime contractors and non-small business contractors that utilize small business subcontractors, with the latter requiring combined small business subcontracting values to meet or exceed 5 percent of the total offer value to qualify for partial preference.

The City of Austin defines small businesses as entities holding recognized certifications that comply with the U.S. Small Business Administration's Small Business Size Standard. The City recognizes specific certifications listed on its Small Business Program website. Offerors must certify their status on the form by selecting whether they are a small business prime or a non-small business using small business subcontractors and must provide certification details including the certifying entity name, certification number, and expiration date. The City reserves the right to request additional information to confirm certification status and may withhold preference, disqualify non-responsible offerors, or void contracts awarded if misrepresentation of small business status or subcontractor certifications is determined to be intentional.
