About this opportunity
The City of Long Beach Community Development Department is issuing an Expression of Interest for an AI Copilot solution to improve construction permitting and inspections productivity, with responses due October 21, 2025 at 11:00 a.m. Pacific Time through the Long Beach Buys portal. This is an EOI, not a competitive RFP; the City has indicated that if multiple vendors meet its needs, a formal RFP may follow, and successful pilots could extend into longer-term contracts.
The solution must be narrowly tailored to Long Beach code manuals and the Long Beach Municipal Code with capability to update source materials upon code revision. Vendors must demonstrate deployment-ready products only—conceptual submissions are ineligible. The City expects all pilots to be operational within 60 days from project kick-off and to last six months or less, serving Community Development staff, permitting technicians, plan examiners, inspectors, planners, code enforcement officers, building officials, and fire marshals.
Respondents must provide detailed month-by-month workplans with key milestones, staffing and implementation management approaches, and demonstrated experience with similar municipal organizations. Cost estimates for the pilot phase are required, along with pricing structures for potential full-contract scaling, including options for recurring subscription costs based on users, business units, devices, or population size; flat setup costs; or enterprise-level discounts. Vendors must identify all required City resources—staff, facilities, infrastructure, software and data integration access, IT support for firewall whitelisting, and Microsoft administrator access—and describe training, support, and onboarding strategies. Submissions must use the editable response template and include authorization certification from an authorized organizational representative. The official contact is Elisa Landeros, Procurement Analyst II, at rfppurchasing@longbeach.gov.
