About this file
This Expression of Interest (EOI) from the City of Long Beach's Community Development Department seeks vendors to provide an Artificial Intelligence copilot solution for construction code compliance and permitting. The City is exploring opportunities to pilot AI software that will improve efficiency and reduce turnaround times in construction permitting, plan review, and inspections processes for Long Beach Community Development staff, permitting technicians, plan examiners, inspectors, planners, code enforcement officers, building officials, and fire marshals. The EOI was released on October 6, 2025, with responses due by 11:00 AM Pacific Time on October 21, 2025, submitted electronically through the Long Beach Buys portal. The pilot opportunity originated through Pitch Long Beach!, a program encouraging organizations to propose project ideas to the City. The City has indicated that if multiple vendors express interest and meet the City's needs, a formal Request for Proposals (RFP) may be issued to competitively award a contract. Successful pilots may potentially be extended into longer-term contracts.
The AI solution should be narrowly tailored to Long Beach code manuals and the Long Beach Municipal Code, with capability to update source materials when the code is revised. Respondents must demonstrate that their product is deployment-ready and not merely conceptual. The City expects pilots to be operational within 60 days from project kick-off, with all City-conducted pilots lasting six months or less. Required resources may include City staff, building facilities, software and data integration access, IT support for firewall whitelisting, and Microsoft administrator access. Respondents must provide detailed cost estimates for the pilot phase and specify their pricing structure if the City scales the solution to a full contract, including options for recurring subscription costs based on users, business units, devices, or population size, flat set-up costs, or enterprise-level discounts. The official contact for all communications is Elisa Landeros, Procurement Analyst II, at rfppurchasing@longbeach.gov.

1 The Opportunity
1.1 Background
The Community Development Department is seeking an Artificial Intelligence (AI) copilot for construction code compliance and permitting to improve the turnaround time in the construction permitting, plan review and inspections processes for LBCD staff, customers, design professionals and other stakeholders.
The City of Long Beach is exploring opportunities to pilot an AI software to aid and increase efficiency in the construction, permitting, plan review and inspections processes. Navigating construction codes, permitting, plan review, and inspections has become increasingly complex and time-consuming resulting in longer review and turnaround times. Community Development is seeking an AI assistance software solution to aid staff supporting critical workflows. The AI solution shall function as a copilot for permitting technicians, plan examiners, inspectors, planners, code enforcement officers, building officials, and fire marshals.
This pilot opportunity originated through Pitch Long Beach!, which encourages organizations to propose project ideas to the City. The City of Long Beach aims to be open and competitive in awarding contracts, and to work collaboratively with stakeholders to develop the best possible solution. In line with these guiding values, the
City is issuing this Expression of Interest (EOI) to determine whether additional organizations would be interested in the opportunity to provide an AI software solution for increased efficiency in permitting, plan review and inspections workflows on a pilot basis and would be able to meet the needs of the City.
Interested organizations are encouraged to express their interest by following the response instructions below. The organization that submitted an initial proposal to Pitch
Long Beach! has already expressed interest and is therefore not required to respond.
1.2 Goals
The AI Copilot should provide an innovative AI solution to improve productivity for
LBCD staff by offering code traceability and transparency features. The solution should directly benefit productivity, add benefits and improvements for staff and enhance transparency in code compliance.
1.3 Project Details
The AI solution should incorporate the following desired attributes. A platform which can be narrowly tailored to the Long Beach code manuals and Long Beach Municipal Code when providing AI Copilot responses and can update the source materials from the
LBMC if updates to the LBMC occur; has been successfully used by other California cities; demonstrates stability throughout the pilot period; demonstrates good feasibility;
has reasonable resource expectations for deployment; demonstrates a clear training
AI Copilot for Building Code Compliance | EOI DV-25-635 | Template v02.21.24 | 4 methodology; allows for full integration capabilities and can demonstrate improved productivity for LBCD staff.
1.4 Result of the Expression of Interest
Interested organizations are encouraged to express their interest by following the response instructions below. If multiple vendors express interest in this opportunity and are deemed responsive, responsible, qualified, and presenting a solution that meets the
City’s needs in the City’s sole discretion, the City may issue a formal Request for Proposals
(RFP) to competitively award a contract for an AI software to assist the construction permitting, plan review and inspections processes. Notification of the result of this
Expression of Interest, and of a future RFP would be issued through the City’s electronic bid notification system. Successful pilots may have the potential to be extended into longer-term contracts.
This is an Expression of Interest only. This EOI does not constitute an RFP, a promise to issue a solicitation in the future, or any contract whatsoever. Respondents are advised that all costs associated with responding to this EOI are solely at their expense.
