About this opportunity
The State of Colorado, through the Auraria Higher Education Center (AHEC), is soliciting sealed bids for asbestos abatement contracting services associated with HVAC Infrastructure Replacement Capital Renewal projects at two separate classroom facilities in Denver. Project A (Central Classroom) and Project B (West Classroom) each involve the removal of approximately 763 and 384 square feet, respectively, of trace asbestos-containing drywall systems with friable asbestos-containing joint compound to facilitate window demolition and replacement. The Central Classroom project requires removal of drywall at vertical window jambs (approximately 6 inches for Type 1 windows and 4 inches for Type 2 stairwell windows), while the West Classroom involves removal across four window types located on the first and second floors. Contractors must provide unit pricing for window caulking removal, window glazing removal, drywall removal, secondary containment construction, and labor costs broken down by worker, supervisor, and project manager hourly rates. All work must comply with Colorado Department of Public Health and Environment Regulation #8, OSHA 29 CFR 1926.1101 Construction Industry Asbestos Standard, and EPA 40 CFR 61 Subpart M NESHAP Standard, with the contractor responsible for all regulatory notifications, decontamination facility construction, negative pressure ventilation maintenance at minimum -0.02 inches of water column with four air exchanges per hour, and asbestos waste disposal at EPA-approved landfills. Minimum qualifications include no prior termination by the State for non-performance, operation under the same business name for at least two years, demonstrated asbestos abatement contracting experience on at least two projects each exceeding $175,000 in hard costs with Colorado-based expertise and project references, and demonstrated bonding capability of $175,000 for a single project or $350,000 for both projects. Bidders may submit proposals for one or both projects; those electing to bid on both projects concurrently must provide documentation demonstrating sufficient personnel and equipment capacity to execute both projects simultaneously. The mandatory pre-bid conference and site tour is scheduled for March 23, 2026, at 10:00 AM at the Auraria Campus Facilities Management office (1156 7th Street, Denver, Colorado 80204), with sealed bid submittals due by March 31, 2026, at 2:00 PM Mountain Time and public bid opening occurring at the same date and time. Award intent notification is anticipated for April 2, 2026, with contracting activities scheduled between April 2-13, 2026, and contract approval anticipated by April 17, 2026; the projected abatement work is scheduled to commence May 16, 2026, with completion required by June 12-19, 2026, depending on the specific project.
Colorado labor must perform at least 80 percent of the work on these projects, with preference given to Colorado resident bidders as required by state law. A bid bond and power of attorney or proposal guaranty of not less than 5 percent of the total bid is required at submission, and contractors must furnish performance and labor and material payment bonds of not less than 50 percent of the contract value for projects exceeding $150,000. Service-Disabled Veteran Owned Small Business (SDVOSB) certification and proof must be submitted if applicable, though no specific set-asides or disadvantaged enterprise restrictions are noted in the solicitation documents. No incumbent vendors or current contractors are identified in the procurement materials. Each project has an estimated cost of $175,000, with award to be made to the lowest responsible bidder based on adherence to specifications, compliance with statutory requirements including prevailing wage and apprenticeship utilization provisions, and successful demonstration of bonding capability. Contractors must also comply with the Buy Clean Colorado Act regarding Environmental Product Declarations for eligible materials and must maintain comprehensive insurance coverage including commercial general liability with minimum limits of $2,000,000 general aggregate and $1,000,000 per occurrence, automobile liability of $1,000,000 combined single limit, workers' compensation per statutory requirements, and builder's risk insurance at full contract sum replacement cost.
