About this opportunity
The Auraria Higher Education Center (AHEC) on behalf of Metropolitan State University of Denver (MSU Denver) is procuring comprehensive property management services for Summit House, a new 12-story mixed-use student housing facility containing approximately 550 student beds across 10 residential floors, with ground-floor retail and dining space and a second-floor workforce development hub. The selected contractor must provide general administration, financial administration, residence life coordination, custodial services, facilities maintenance, capital planning, information technology infrastructure, exterior maintenance, and critical incident response. Qualified offerors must demonstrate a minimum of five years of continuous professional property management experience with student housing or comparable multi-unit residential facilities of at least 300 beds, manage two similar properties within the past five years, provide audited financial statements or bonding documentation, and submit three institutional or residential property references. The scope encompasses all operational expenses including staffing, maintenance materials, utility accounts, custodial supplies, and contracted services such as fire life safety, elevator maintenance, pest control, generator maintenance, snow removal, and window washing, with a $5,000 per-incident approval authority cap for the property manager. The mandatory pre-proposal meeting is scheduled for February 13, 2026, at 1:00 PM Mountain Time via Zoom, with attendance required for proposal acceptance; written inquiries must be submitted by February 24, 2026, at 4:00 PM Mountain Time; proposals are due electronically via BidNet no later than March 25, 2026, at 2:00 PM Mountain Time. Presentations may be required April 8-10, 2026, best and final offers may be requested by April 14, 2026, with a notice of award estimated for April 17, 2026, and contract signing expected the week of May 11, 2026. The initial contract term is three calendar years from execution, with an option to extend for up to five additional one-year increments for a maximum total term of eight years, and MSU Denver reserves the right to cancel the contract at any time with 60 days' written notice.
The procurement does not specify explicit set-aside designations for disadvantaged enterprises; however, the MSU Denver W-9 form includes a voluntary self-certification section for vendors to identify business ownership categories such as woman-owned, minority-owned, veteran-owned, disability-owned businesses, as well as business practices including health insurance offerings, environmental sustainability practices, living wage compensation, and unionized workforce status. All bidders must complete mandatory compliance documents including a PERA Certification and Affidavit form addressing Colorado Public Employees' Retirement Association retiree status under Colorado Revised Statutes, and a W-9 form for taxpayer identification and supplier diversity information. The selected contractor must integrate with MSU Denver's identity management systems, specifically SailPoint for Identity and Account Management and Microsoft Entra ID for Single Sign-On, and will utilize the TMA Systems work order portal for maintenance coordination. MSU Denver retains certain contracts including waste hauling through AHEC's current vendor Republic Services Inc. and laundry equipment services; custodial supplies are passthrough expenses under MSU Denver's existing agreement, though the university will consider the property manager's pricing if more beneficial. The proposal must include pricing for three primary service categories—Facilities Maintenance, Custodial Services, and Managed WiFi—priced according to APPA (Association of Physical Plant Administrators) Level 2 standards, with a guaranteed base fee for the first 12-month period, performance-based incentive pricing, and one-time transition or pre-opening expenses, plus charge-out rates for work beyond the base contract scope; however, the RFP does not publicly disclose a specific budget range or award value.
