About this opportunity

The Oregon Department of Energy is soliciting qualifications for Energy Service Companies to provide prequalification under Agency RFQ #26-189, with Statements of Qualifications due November 3, 2026 at 4:00 p.m., and written questions due October 14, 2026.

This is a prequalification vehicle only; successful ESCOs will execute a three-year Energy Service Company Prequalification Agreement enabling direct engagement by state and local agencies for energy performance contracts, though individual EPC projects are procured separately by contracting agencies and no project-specific pricing is estimated here. Respondents must be registered with the Oregon Construction Contractors Board in good standing for at least five years and registered with the Oregon Secretary of State to do business in Oregon. Financial criteria are pass/fail: current ratio of at least 1.75 (or acid ratio of 1:1), debt-to-equity ratio not exceeding 2.00, and audited financial statements for the prior three years. ESCOs must demonstrate at least three successfully completed energy savings performance contracts with completed Measurement and Verification phases within the past five years and experience within the last six years.

Scope encompasses four phases: Technical Energy Audits, Project Development Plans, design and installation of energy conservation measures, and Measurement and Verification using IPMVP, ASHRAE Guideline 14, or Federal Energy Management Program M&V Guidelines Version 4.0. ESCOs must provide full-time personnel across energy auditing, engineering design, construction management, commissioning, post-construction monitoring, and project management roles; submit organizational charts, key personnel credentials, and three project references; and comply with Oregon prevailing wage requirements and the State Energy Efficient Design program.

Evaluation employs pass/fail for administrative and financial qualifications, followed by technical scoring: 10 percent firm profile, 20 percent personnel qualifications, 20 percent project history, and 50 percent performance contracting approach including work samples. Minimum technical score is 75 percent. Successful ESCOs receive notification by December 1, 2026. Respondents must certify compliance with Oregon tax law, non-discrimination, wage equality, sexual harassment prevention for contracts valued at $150,000 or more, and federal exclusion lists. An Affidavit of Exemption from Disclosure is available for proprietary information protection. A Certified Disadvantaged Business Outreach Plan is required; information submitted is excluded from scored evaluation.
