About this file
This is a Certified Disadvantaged Business Outreach Plan attachment for Oregon's Agency RFQ #26-189 for Energy Service Company (ESCO) procurement, filed under OregonBuys Solicitation Number S-33000-00018034. The document establishes requirements for respondents to demonstrate their commitment to providing equal opportunities for certified small businesses and disadvantaged firms to participate in subcontracting opportunities resulting from this energy services procurement.
The outreach plan requires Energy Service Companies to identify their certification status under Oregon's Certification Office for Business Inclusion and Diversity (COBID), including minority-owned business enterprises (MBE), women-owned business enterprises (WBE), service-disabled veteran-owned (SDV), and emerging small business (ESB) designations. Respondents must document prior contractual relationships with both certified firms and non-certified businesses that may qualify as minority-owned, woman-owned, service-disabled veteran-owned, or emerging small businesses within the past two years. For those forecasting subcontracting opportunities, the plan requires a detailed description of solicitation steps for certified firms, identification of specific subcontracting opportunities with approximate dollar values, and willingness to report subcontractor identities and values to COBID upon award. The information submitted in response to this outreach plan clause is explicitly excluded from scored evaluation of proposals.
