About this opportunity

The South Dakota Department of the Military is seeking Architectural and Engineering (A&E) services for replacing the LG Cooling System in Building 420 at Camp Rapid in Rapid City, Pennington County. The project specifically involves site investigative, design development, and bidding services to replace the data equipment room cooling systems within the Joint Forces Headquarters building, with a focus on reviewing and replacing the existing LG VRF system using the building's chilled water system. Firms must submit a Statement of Interest that addresses twelve detailed evaluation criteria, including project approach, technical competence, project management techniques, code knowledge, and past performance. The technical review committee will score submissions across these criteria, with points ranging from 5 to 15 for each category. Submissions are limited to 30 pages and must be electronically submitted to Project Manager Mark Koepke by 4:00 PM Mountain Time on January 6, 2025. The project design must be completed and ready for bid advertisement by April 2025, with an estimated construction budget of $350,000, though this amount is subject to change.

No specific set-aside designations or restrictions on respondent types were mentioned in the procurement documents. The project will require firms with specialized expertise in military facility cooling system design, particularly those familiar with National Guard Bureau Regulations, Standards, and Criteria. Potential respondents should have proven experience in handling similar scope projects, integrating commissioning requirements, and demonstrating knowledge of relevant building codes. The contract will initially focus on design services, with construction administration and inspection services to be negotiated separately if the project proceeds to the construction phase. The total fixed limit of construction cost is set at $350,000, and the contract term appears to extend until September 30 or December 31 of the unspecified year. Firms will be evaluated on their ability to provide comprehensive architectural and engineering services, with a strong emphasis on technical competence, project management, and proven performance in similar military facility improvement projects.
