About this opportunity

The Virginia State Corporation Commission is requesting proposals for architectural and engineering services to renovate the Tyler Building in Richmond under an RFP due September 28, 2026, with an optional pre-proposal conference on September 11 at 9:00 a.m. at the Tyler Building. Firms must be authorized to do business in the Commonwealth of Virginia and demonstrate experience in large-scale, multi-year high-rise office renovation projects on congested urban sites with proven success designing government buildings showcasing elevated civic presence. The RFP requires a Small, Women-owned, Minority-owned, and Service-Disabled Veteran-owned Business (SWaM/SDV) participation goal of 20%, with mandatory submission of a SWaM Procurement Plan and completion of Attachment B certification forms (DGS-30-360).

The project encompasses complete interior renovation of the 11-story Tyler Building (327,508 gross square feet, 269,101 rentable square feet, constructed 1991) located at 1300 East Main Street, Richmond, Virginia, including replacement of mechanical, electrical, plumbing, audio/visual, and security systems; major roof elements; and furniture, fixtures, and equipment to accommodate approximately 883 full-time equivalents, at least three courtrooms, hearing rooms, judicial offices, and public service spaces. The A/E must provide design, bid/construction phase services, and construction administration with construction documents completed by June 30, 2028. An attached parking deck will remain operational during renovation; common utility and life safety systems shared between building and deck must be maintained throughout. The design must meet a design-not-to-exceed budget of $74.1 million and incorporate an elevated civic presence with enhanced security features, sustainable systems, and Building Information Modeling. If low bids exceed budget by 10% or more, the A/E must redesign at no additional cost.

The A/E fee will be negotiated on a lump sum basis using an A/E Fee Proposal Worksheet with labor rates documented in a Memorandum of Understanding (Attachment E). Professional liability insurance must be maintained for five years after project completion; minimum coverage is five percent of the Design-not-to-exceed Budget ($500,000 minimum, $5 million maximum per claim, $10 million aggregate). Evaluation emphasizes primary personnel qualifications, project management expertise, relevant project experience, workload capacity, design-within-budget track record, SWaM/SDV utilization, and financial responsibility. Award follows competitive negotiations with the highest-ranked qualified offeror; if negotiations fail, the Agency proceeds sequentially with next-ranked offerors. Proposals must be submitted electronically through eVA with current vendor registration and a signed Confidentiality and Nondisclosure Agreement.
