About this opportunity
Palm Beach County Department of Airports is requesting proposals for an advertising concession agreement at Palm Beach International Airport (President Donald J. Trump International Airport), with proposals due August 12, 2026, at 3:00 p.m. Attendance at the mandatory pre-proposal conference held June 18, 2026, was required for proposal qualification.
The scope encompasses design, installation, management, maintenance, and operation of an advertising program across multiple terminal locations including concourses and the main terminal building. The selected concessionaire will develop innovative advertising placements while optimizing space utilization and generating sustainable revenue. Proposers must demonstrate experience managing airport advertising concessions at two or more comparably-sized airports (minimum two million annual enplanements) within the preceding five years. All advertising content, displays, and locations remain subject to County review and approval; the County maintains sole discretion to reject any advertisement deemed unsuitable, including those containing false or deceptive claims, political advocacy, tobacco or alcohol promotion, sexually explicit content, or materials interfering with airport operations or violating ADA standards.
The concession agreement commences October 1, 2026, with an initial term of five years (expiring September 30, 2031) plus one optional five-year renewal term at the County's sole discretion. A six-month transition period runs October 1, 2026, through March 31, 2027, during which the concessionaire pays only monthly percentage fees without a minimum annual guarantee. The concessionaire shall pay the greater of a minimum annual guarantee or a percentage fee of gross revenues; the percentage fee must be no less than 45 percent of annual gross revenues and may be fixed or escalating but not declining throughout the term. Historical gross revenues from the incumbent ranged from $968,709 (fiscal year 2021) to $2.536 million (fiscal year 2025), with corresponding county payments ranging from $469,340 to $1.228 million. Proposers must submit a $5,000 proposal guarantee, specify minimum initial investment and renewal term investment amounts, and demonstrate financial stability through audited financial statements. Evaluation uses a formula scoring the highest revenue proposal at 25 points; subsequent proposals score proportionally using the ratio of the proposer's revenue proposal to the highest proposal multiplied by 20 points. The anticipated award date is September 15, 2026. The airport currently serves over 8.6 million commercial passengers annually as a medium hub airport.
