About this file
This Amendment No. 2 document, issued June 19, 2026, by the Palm Beach County Department of Airports, provides clarification and additional information for Request for Proposal No. PB 26-2 regarding an Advertising Concession Agreement at Palm Beach International Airport. The RFP seeks qualified vendors to design, install, manage, maintain, and operate an innovative and creative airport advertising program. One advertising concession agreement will be awarded under this solicitation. The mandatory pre-proposal conference was held on June 18, 2026, with attendance required for proposal consideration; failure to attend results in automatic disqualification. The deadline for submission of written comments and questions is June 25, 2026, at 3:00 p.m. local time, with proposals due on July 13, 2026, at 3:00 p.m. at the Department of Airports. Selection committee meetings and oral presentations are scheduled for July 22, 2026, with an anticipated award date of September 15, 2026. The concession agreement carries a maximum initial lease term of five years with an option for up to five additional renewal years.
Proposers must propose a percentage fee of gross revenues not less than 45 percent and submit a minimum initial investment amount along with a proposed minimum renewal term investment amount. Scoring of proposals will be based on the proposed percentage fee, with the highest revenue proposal receiving 25 points, the second-highest receiving up to 20 points, and subsequent proposals scored relative to the highest proposal using the equation: Score = (Proposer's Revenue Proposal/highest Revenue Proposal) × 20 points. All advertising content, displays, and locations are subject to County review and approval, with the County maintaining sole discretion to approve, reject, modify, or remove any advertisement deemed unsuitable. Vendors must comply with strict content restrictions prohibiting false or deceptive advertising, political advocacy, tobacco and alcohol promotion, sexually explicit content, and any materials that interfere with airport operations or violate ADA standards. Proposers must register in the Purchasing Department's Vendor Self-Service (VSS) system to conduct business with Palm Beach County and must ensure all subcontractors register as well.
