About this opportunity

Rusk County, Wisconsin is soliciting competitive bids for a comprehensive asbestos abatement and building demolition project located at 900 College Avenue in Ladysmith. The procurement encompasses three potential bid options: asbestos removal only, building demolition only, or a combined asbestos removal and demolition service. The project involves a former nursing home/hospital structure spanning approximately 5.1 acres adjacent to the Flambeau River, with buildings constructed in 1947, 1962, and 1974. An extensive asbestos survey previously identified 99 bulk samples testing positive for asbestos across 453 total samples, including materials in boiler insulation, floor tiles, ceiling texture, and roofing components. Bidders must provide a comprehensive proposal including full structure demolition, asbestos abatement, perimeter fencing, site restoration with topsoil and grass seeding, permit acquisition, and utility management. Sealed bids are due by 4:00 PM on September 14, 2023, with bid opening scheduled for 8:31 AM on September 15, 2023, at the Rusk County Law Enforcement Center. Site visits can be arranged by contacting Gary Shilts, Facilities Manager, at 715-415-5529, and all questions must be submitted in writing by September 8, 2023. The project is targeted to commence on October 2, 2023, with completion expected by October 31, 2024.

The county has not specified explicit set-aside designations or restrictions for disadvantaged business enterprises. Contractors must provide a Certificate of Insurance prior to site visits and demonstrate compliance with local, state, and federal regulatory codes. The procurement indicates a preference for a general contractor capable of managing the entire project scope, with requirements for a performance bond and potentially offering a deduct line item for salvaged materials. While specific budget ranges are not explicitly stated, the project's comprehensive nature suggests a substantial investment in demolition, environmental remediation, and site restoration. The county reserves the right to reject any or all bids, providing flexibility in the procurement process. Bidders will be evaluated on their ability to comprehensively address all project requirements, including asbestos removal, structural demolition, site restoration, permitting, and adherence to environmental and safety standards. The multi-phase project presents an opportunity for contractors with specialized expertise in environmental remediation, demolition, and site restoration.
