About this opportunity
The Clayton County Water Authority (the Owner) is issuing a Request for Proposals (RFP) for the complete design and construction of the Advanced Water Treatment and Capacity Upgrades project. The project involves upgrades to the Owner's water treatment facilities, including the construction of a new Hicks Water Production Plant (WPP) and the addition of advanced treatment processes to the Hicks WPP and Hooper WPP to meet and exceed EPA regulations for the removal of per- and poly-fluoroalkyl substances (PFAS). The project will also include improvements to the existing Smith pumping facilities to bring additional raw water capacity to the Hicks WPP site. A mandatory pre-proposal meeting will be held on February 27, 2024, and proposals are due by April 12, 2024 at 11:00 a.m. local time. Site visits for prospective proposers will be offered from March 4-8, 2024, and all communications and questions must be submitted by March 11, 2024.
The project will be funded through Georgia's Drinking Water State Revolving Loan Fund, Emerging Contaminants Grant, and the EPA's Water Infrastructure and Finance Innovation Act (WIFIA), and will be subject to regulations and requirements of the Georgia Environmental Protection Division and the EPA. The Owner has set Small Local Business Enterprise (SLBE) participation requirements and reserves the right to reject any or all proposals that do not conform to the intent and purpose of the RFP. The Owner has not specified an estimated construction budget, but the total project budget is expected to be funded through the various sources mentioned.
