About this opportunity

The City of Phoenix is requesting qualifications for Construction Manager at Risk preconstruction and construction services for the Advanced Water Purification Pilot Demonstration Facility, with statements of qualifications due October 23, 2026 at 12:00 p.m. Phoenix time via the City's Procurement Portal; a mandatory pre-submittal meeting is scheduled for October 8, 2026. No established small business participation goal applies, though the City strongly encourages voluntary subcontracting with certified small businesses; respondents must submit Form EO1-100 Statement of Outreach Commitment at qualification submittal, and failure to provide it may result in disqualification as non-responsive.

The facility will treat Class B+ reclaimed water north of the existing 91st Avenue Wastewater Treatment Plant in Tolleson, Arizona, producing potable water at approximately 200 gallons per minute through advanced purification processes including flocculation, ozone treatment, dissolved air floatation, biofiltration, granular activated carbon, membranes, reverse osmosis, ultraviolet advanced oxidation, and calcite stabilization, along with mechanical, electrical, instrumentation, fire/life safety, laboratory, and office infrastructure. The CMAR will develop cost models at 60%, 90%, and final design phases and assume risk through a Guaranteed Maximum Price contract. Preconstruction services include design coordination, cost estimating, scheduling, constructability studies, long-lead procurement, and permitting assistance; construction phase services encompass subcontractor selection and management, procurement, quality control, bonding and insurance, safety management, commissioning, and training. The CMAR must use UNIFIER, the City's web-based project management database, and comply with Davis-Bacon Act prevailing wage requirements, Build America Buy America Act, American Iron and Steel requirements, and buy American preferences — all steel and manufactured products must be produced in the United States unless formally approved otherwise.

The estimated construction cost is $20 million with partial federal funding from the U.S. Bureau of Reclamation. The selection process is two-step, with up to three finalists selected from statement of qualifications submissions to proceed to the Request for Proposal phase. Final selection notification is anticipated in January 2027, with scope meetings in February 2027. Respondents must hold appropriate Arizona contractor licenses and provide a bonding statement from a surety company rated A- or better. Reference checks worth up to 21 points (7 points per reference, maximum three references) are part of evaluation; references must be submitted by October 23, 2026 at 12:00 p.m. Phoenix time to soq.referencechecks@phoenix.gov.
