About this opportunity
The South Dakota Department of Human Services (DHS), Division of Rehabilitation Services (DRS) is soliciting proposals for the administration and subsidy management of Project LinkSD, a statewide program providing internet subsidies to individuals who are deaf, hard of hearing, deaf-blind, or have speech impairments. The Request for Proposals (RFP #24RFP9737) seeks a contractor to manage program delivery, including eligibility verification, subsidy distribution, and comprehensive program administration. Eligible participants must meet income requirements of 300% or less of the federal poverty level or participate in qualifying public assistance programs, with one subsidy allowed per household. The RFP requires a detailed cost proposal with a 15-minute unit rate for billable services, and proposals will be evaluated based on comprehensive criteria outlined in the document. Key submission deadlines include a proposal due date of February 23, 2024, with an anticipated contract award and negotiation by March 12, 2024, and a contract start date of June 1, 2024. The contract term is five years, with an optional five-year extension at the state's discretion, and will involve managing approximately 115 current program participants.
The RFP does not specify specific set-aside designations or restrictions on respondent types, but requires vendors to demonstrate capability in administering complex subsidy programs for individuals with disabilities. The current program provides a $30 monthly internet service stipend, a $50 start-up fee per consumer, and an $11.84 per 15-minute unit administration fee. While no incumbent vendor is explicitly identified, the program requires comprehensive data reporting, including monthly tracking of applicants served, subsidy costs, and technical assistance units. The contract includes detailed performance requirements, such as adhering to the Scope of Work and managing annual participant re-certification. Funding is contingent upon successful completion of program objectives, with no specified maximum budget cap. Potential vendors must be prepared to work with diverse community partners and adapt to varying participant locations and needs across South Dakota.
