About this file
This document is the Scope of Work for the Project LinkSD program, a statewide initiative administered by the South Dakota Department of Human Services, Division of Rehabilitation Services. The program provides internet subsidies to low-income individuals who are deaf, hard of hearing, deaf-blind, or have a speech impairment, allowing them to access telecommunication relay services. To be eligible, applicants must first apply for the federal Lifeline program and meet income requirements of 300% or less of the federal poverty level or participate in qualifying public assistance programs. Eligible individuals can receive only one Project LinkSD credit per household, and the subsidy cannot be applied to past-due bills. The program requires annual re-certification, and applicants must notify the program of any changes affecting their eligibility.
The Department of Human Services is publishing a Request for Proposals to contract for the administration and subsidy management of the Project LinkSD program. The RFP does not include costs for equipment or outreach materials. Interested offerors may submit inquiries via email, and the state will respond to all inquiries and post them on the procurement system. The contract term and any renewal options are not specified in the document.
