About this opportunity
The Tennessee Department of Commerce and Insurance is requesting proposals for administration of the National Home Inspector Examination for the state's Home Inspector Licensing Program under RFP 33501-268002, with proposals due September 1, 2026 at 2:00 p.m., and a pre-response conference scheduled for July 16, 2026 at 9:00 a.m. via Microsoft Teams.
Respondents must demonstrate current authorization to administer the National Home Inspector Examination and capability to deliver services in six Tennessee cities: Memphis, Nashville, Knoxville, Johnson City, Chattanooga, and Jackson. Mandatory requirements include submission of certifications and assurances, conflict-of-interest disclosure, current bank and vendor references, credit rating verification, and proof of current authorization to administer the examination.
The vendor will be responsible for all examination administration activities, including scheduling, proctoring, scoring, reporting of results, maintaining examination security, complying with testing standards, and providing customer support to candidates. The contract requires compliance with all applicable state regulations and examination administration standards established by the National Association of Home Inspectors or equivalent credentialing body. The vendor must maintain examination integrity, prevent unauthorized access to test materials, and handle confidentiality and intellectual property rights related to examination content.
Proposals will be evaluated on a 100-point scale: general qualifications and experience (20 points), technical qualifications, experience, and approach (50 points), and cost proposal (30 points). The cost proposal must specify the price per examination and price per re-examination for the entire contract period; evaluation factors of 2,320 examinations and 1,184 re-examinations are provided for scoring purposes only and do not constitute volume guarantees. Technical responses must be submitted in PDF format; cost proposals in PDF or XLS format. All responses are submitted separately via USB flash drives or email to DeRenne Raley at DeRenne.Raley@tn.gov. Questions and comments are due July 22, 2026 at 2:00 p.m., with state responses provided by August 21. Technical evaluations are scheduled to complete by September 14, with cost proposals scored on September 15, and a Notice of Intent to Award issued September 21.
