About this opportunity
The City of Philadelphia is conducting a micro purchase procurement for adhesive foam mounting boards, with quotes due by April 2, 2026. This procurement will be awarded as a whole or by line item, whichever best serves the City's interests, to the lowest responsive and responsible bidder. Prospective vendors must submit quotes for all items listed to be eligible for award consideration and must not commence delivery or services until receiving official notification from the department. Quotes must be submitted electronically through the PHLContracts platform (www.PHLContracts.phila.gov) with a completed Consent and Authorization Agreement signed by appropriate company representatives. All pricing must be quoted at FOB Destination Point and must be net and exclusive of federal excise, transportation, and Pennsylvania sales and use taxes. Successful vendors must maintain workers' compensation insurance at statutory limits, general liability insurance of $500,000 per occurrence, and automobile liability insurance of $300,000 per occurrence, with the City named as an additional insured. The contract will have a term of 365 days from the effective date listed in PHLContracts before automatically terminating without further notice.
The City of Philadelphia accepts voluntary submissions from businesses seeking to demonstrate LGBTQ-owned enterprise status through completion of the LGBTQ Applicant Opportunity Data Sheet; however, submission of this form is entirely voluntary and does not impact bid eligibility or award determination. Vendors must comply with Philadelphia's nondiscrimination requirements, ethics laws, and tax obligations, including business income and receipts tax, net profits tax, and city wage tax, and cannot be indebted to the City for delinquent taxes without an established written payment agreement. The micro purchase opportunity has a maximum quotation threshold of $43,000, adjusted annually by the percentage increase in the Consumer Price Index for All Urban Consumers (CPI-U) from January 1, 2020 and rounded to the nearest $1,000. The City reserves the right to reject any or all quotes, accept quotes from multiple sellers, or accept quotes on individual items without accepting all items quoted. Payment will be made via electronic deposit only after invoice submission and City approval, and all materials produced under this contract become the sole property of the City.
