About this file

This document is a Seller SOP Checklist for Small Purchases issued by the City of Philadelphia Procurement Department through the PHLContracts platform. The checklist outlines the required steps for vendors to submit quotes for the procurement of adhesive foam mounting boards, a micro purchase to be awarded to the lowest responsive and responsible bidder. The City of Philadelphia will award this purchase either as a whole or by line item, whichever serves the City's best interests. Vendors must quote all items listed to be eligible for award consideration, and no delivery or services should commence until official notification is received from the department.

The checklist requires vendors to complete multiple mandatory steps including verifying their seller role, confirming Local Business Entity (LBE) certification status, entering unit costs for each item, answering all required questions, accepting terms and conditions, and submitting a valid Consent & Authorization form. Vendors must also review and address all validation warnings before final submission. Optional submissions include the LGBTQ Applicant Opportunity Data Form and any supporting documentation relevant to the quote. The procurement is conducted through the PHLContracts online portal at www.PHLContracts.phila.gov, where vendors can access the full terms, conditions, and bid specifications.
