About this opportunity

The Alaska Department of Fish and Game, Division of Administrative Services, is issuing Request for Proposals IH-26-004 for engineering and design services to improve recreational boating access at Whiskey Gulch in Anchor Point, located at Mile Post 152.75 of the Sterling Highway on 24.5 acres of Department-owned property. The procurement seeks comprehensive professional services organized in two phases: Phase I includes professional road surveys, property boundary surveys, and concept design with cost estimates (due by the contract end date of September 30, 2026), while Phase II encompasses final design and construction oversight for improvements such as road modifications, guard rail installation, and installation of an ADA-compliant vaulted latrine. Key objectives address increased site usage, diminished accessibility, and deteriorating conditions through deliverables that include detailed site surveys, concept designs, cost estimates, and final design plans. Proposals must be submitted via email to dfg.contracting@alaska.gov or by mail/hand delivery to the Juneau office by March 9, 2026, at 2:00 PM Alaska Standard Time. The evaluation process is a competitive sealed proposal methodology with technical criteria weighted at 75 points total, including Objectives and Services (20 points), Methods (15 points), Proposed Project Staff (20 points), Past Performance and Quality Control (15 points), and Freshwater/Anadromous Waterbody Structures experience (20 points). Qualified offerors should coordinate site visits with Tim Blackmon at dfg.dsf.r2access@alaska.gov or 907-335-8191, extension 1730. An Alaska Business License is required at time of award.

This procurement is federally assisted under the U.S. Department of Transportation and therefore subject to federal non-discrimination provisions and Disadvantaged Business Enterprise (DBE) requirements under a Race-Neutral DBE program, with all materials required to comply with Build America, Buy America Act specifications. The estimated contract value ranges between $200,000 and $500,000, with Phase 1 services to be compensated using a Firm Fixed Price (FFP) methodology while Phase 2 costs will be subject to negotiation following technical evaluation. Pricing is not an evaluation criterion due to federal funding restrictions, though labor billing rates and total price proposals will be negotiated after the technical evaluation process is completed. No incumbent vendors or current contractors are identified in the solicitation materials. Interested firms should note that the contract shall commence upon signature and Phase I services must be completed by September 30, 2026.
