About this file
This is Amendment 3 to a Request for Proposals issued by the Alaska Department of Fish and Game, Division of Administrative Services, for engineering and design services related to the Whiskey Gulch Boating Access Site Improvements project (IH-26-004). The amendment clarifies that the RFP solicits Architect/Engineer (A/E) services only and does not include materials or construction work. The project involves improvements to a recreational boating access site located at Mile Post 152.75 of the Sterling Highway in Anchor Point on 24.5 acres of Department-owned property. Phase I services include professional surveys and concept design with cost estimates due by September 30, 2026, while Phase II encompasses final design and construction oversight. Proposals must be submitted by March 9, 2026, at 2:00 PM Alaska Standard Time via email to dfg.contracting@alaska.gov or by mail/hand delivery to the Juneau office. Interested firms should coordinate site visits with Tim Blackmon at dfg.dsf.r2access@alaska.gov or 907-335-8191, extension 1730. The amendment modifies Evaluation Criteria Section 8, retitling it from "Freshwater/Anadromous Waterbody Structures" to "Boating Access/Recreational Facilities" and specifying that relevant experience must demonstrate the proposed team's capabilities with design, permitting, and construction of boating access sites and recreational facilities intended for small recreational boats of less than 26 feet in length.
The estimated contract value ranges between $200,000 and $500,000, with Phase 1 services compensated using a Firm Fixed Price methodology and Phase 2 costs subject to negotiation following technical evaluation. Pricing is not an evaluation criterion due to federal funding restrictions, though labor billing rates and total price proposals will be negotiated after technical evaluation. The procurement is federally assisted under the U.S. Department of Transportation and subject to federal non-discrimination provisions and Disadvantaged Business Enterprise (DBE) requirements under a Race-Neutral DBE program. All materials must comply with Build America, Buy America Act specifications. An Alaska Business License is required at the time of award. The contract shall commence upon signature, and no incumbent vendors or current contractors are identified in the solicitation materials. The procurement officer is Eric Verrelli, who can be contacted at (907) 465-6178 or eric.verrelli@alaska.gov.

Amendment # 3
ISSUE DATE 2/26/2026
This amendment is being issued to make additional corrections to the RFP evaluation criteria sections 8 and answer a question submitted.
Questions submitted by potential offerors and answers from the state:
Question 1: Please confirm that the request for proposals is for A/E services only and is not intended to include construction of the project. Language included in the scope of services appears to imply that materials and construction of the project would be included in the proposer’s Phase II scope of work.
Answer: Correct this RFP is for A/E services only and does not include materials for construction.
Changes to the RFP:
Change 1: Evaluation criteria section 8 Freshwater / Anadromous Waterbody Structures is corrected to
8. Boating Access / Recreational Facilities Response must demonstrate the proposed team’s experience with the design, permitting and construction of Boating Access Sites / Recreational Facilities similar in design and location to the proposed project. Only experience with recreational facilities for boating access intended for use by small recreational boats (i.e. less than 26 feet in length) are relevant to this project.
