About this file

This is Amendment 1 to Request for Proposals IH-26-004 issued by the Alaska Department of Fish and Game, Division of Administrative Services, for Whiskey Gulch Boating Access Site Improvements. The amendment makes corrections to evaluation criteria sections 4 and 8 of the original RFP. Section 8 (Boating Access/Recreational Facilities) now specifies that proposed teams must demonstrate experience with design, permitting, and construction of freshwater/anadromous waterbody structures, with particular emphasis on boat launch ramps and floating structures for small recreational boats not exceeding 26 feet in length. Section 4 has been revised to require a Project Engineer with Boating Access/Recreational Facilities experience rather than freshwater/anadromous waterbody experience. The amendment was issued on February 20, 2026, and offerors must sign and return the amendment page with their proposals, with submission deadline of March 9, 2026, at 2:00 PM Alaska Standard Time to dfg.contracting@alaska.gov. The contract period extends through September 30, 2026, for Phase I services, with Phase II services to be negotiated following technical evaluation.

The estimated contract value ranges between $200,000 and $500,000, with Phase 1 services to be compensated using a Firm Fixed Price methodology. Pricing is not an evaluation criterion due to federal funding restrictions; however, labor billing rates and total price proposals will be negotiated after the technical evaluation process is completed. The procurement is federally assisted under the U.S. Department of Transportation and subject to federal non-discrimination provisions and Disadvantaged Business Enterprise (DBE) requirements under a Race-Neutral DBE program. All materials must comply with Build America, Buy America Act specifications. An Alaska Business License is required at the time of award. No incumbent vendors or current contractors are identified in the solicitation materials. Procurement Officer Eric Verrelli can be contacted at eric.verrelli@alaska.gov or (907) 465-6178.
