About this opportunity

The Florida Department of Environmental Protection (FDEP) is seeking a contractor for the Guana Tolomato Matanzas National Estuarine Research Reserve North Boardwalk Reconstruction project, designated as bid number BDC02-25/26. This procurement involves comprehensive boardwalk reconstruction, including stairs and associated structures within the reserve. The project requires detailed construction work with specific material specifications, including wood treatments, galvanized wire mesh fencing, and precise banding requirements. Contractors must submit their bids to Alisha Sadler, Contracts Specialist, by October 15, 2025, with a signed acknowledgment of Addendum #3. Key project parameters include a substantial completion timeline of 90 days, a designated parking lot lay down area for materials and staging, strict prohibitions on beach equipment access, and unit pricing for potential pile repairs and replacements. The bid submission must include detailed documentation, with failure to provide complete information potentially resulting in bid rejection.

While no specific set-aside designations or disadvantaged enterprise requirements are explicitly mentioned in the documentation, contractors must demonstrate capabilities in complex environmental construction projects. The project is located in Leon County, Florida, and requires specialized knowledge of estuarine research reserve infrastructure. Site security is the full responsibility of the selected contractor, who must manage the closed parking lot staging area and adhere to all project specifications. The contractor will need to integrate with existing site infrastructure and follow precise construction guidelines, including specific pile repair and replacement procedures. Though a precise award value is not specified, the complexity of the project suggests a significant infrastructure investment, likely in the mid-to-high six-figure range. The Florida Department of Environmental Protection will manage gopher tortoise site management, indicating an environmentally sensitive project requiring careful execution.
