About this opportunity

This Agency Request for Quote (ARFQ) issued by the West Virginia Division of Natural Resources, Parks & Recreation Section, seeks construction services for wastewater treatment and sewer system improvements at Tygart Lake State Park in Grafton, West Virginia. The project encompasses repairs and replacement of existing wastewater treatment plants, demolition of obsolete facilities, replacement and repairs of gravity sanitary sewer systems, and installation of small diameter force main systems. Deliverables include 37 line items covering mobilization/demobilization, force main installation ranging from 1.25 inches to 6 inches in diameter, gravity sewer piping, manhole construction, pump station installation, plant abandonment and removal, site preparation, and erosion control measures. Qualified contractors must have successfully completed at least one similar project and provide a valid contractor's license number with their bid. A mandatory pre-bid meeting was scheduled for December 1, 2020, at 1:00 PM ET, with technical questions due by December 7, 2020, at 9:00 AM ET, and bid opening scheduled for December 17, 2020, at 1:30 PM ET. The contract term extends for 180 days from notice to proceed, with maintenance and warranty services to be provided thereafter. Award will be made to the lowest qualified responsible bidder meeting all specifications, with a required bid bond equal to five percent of the total bid amount, and performance bonds and labor/material payment bonds each equal to 100 percent of contract value required prior to award.

Contractors must comply with Davis-Bacon wage rate requirements, as the work is federally funded in whole or in part, and must meet West Virginia's local labor market hiring requirement of employing at least 75 percent of workers from the local labor market. All bidders must submit a Drug-Free Workplace Conformance Affidavit and a Purchasing Affidavit affirming they are not in default on monetary obligations to the State of West Virginia, and must acknowledge receipt of all addenda by completing the Addendum Acknowledgement Form with their bid submission. Contracts valued at more than $250,000 require submission of a subcontractor list within one business day of bid opening, and contracts with an estimated value of $1 million or more require submission of a Disclosure of Interested Parties form prior to contract award and a supplemental disclosure within 30 days of contract completion or termination. Payment will be made in arrears following delivery and acceptance of services, with vendors required to accept payment by electronic funds transfer and P-card. No specific budget or award value range is identified in the solicitation documents. Interested parties should contact James H. Adkins, the designated buyer, at (304) 558-3397 or jamie.h.adkins@wv.gov for additional project details and information regarding pricing requirements.
