About this opportunity

The State of West Virginia Division of Natural Resources is requesting quotes for herbicide application services and chemical supplies across Districts 1, 3, and 6 under ARFQ DNR27*04, with bids due September 29, 2026 at 1:30 p.m. ET. Addendum No. 01, posted September 21, modified the original bid opening date to this September 29 deadline; vendors must acknowledge receipt of all addenda with their submissions or face disqualification.

The scope comprises four herbicide application methods — foliar treatment via truck or UTV-mounted sprayer, foliar treatment via backpack sprayer, hack-and-squirt treatment for pre- and post-harvest applications, and basal spray treatment — each estimated at 100 hours per district for a total of 1,200 service hours across Farmington (District 1), French Creek (District 3), and Parkersburg (District 6). Vendors must also supply twelve herbicide products in specified quantities: glyphosate (150 gallons), triclopyr (30 gallons), metsulfuron methyl (9 gallons), 2,4-D (30 gallons), Garlon 3A or equal (30 gallons), Garlon 4 Ultra or equal (30 gallons), Arsenal AC or equal (30 gallons), Plateau or equal (30 gallons), Post or equal (30 gallons), non-ionic surfactant (30 gallons), Oust or equal (30 gallons), Rodeo aquatic glyphosate (9 gallons), and dye/colorant (30 gallons).

Vendors must hold a current West Virginia Commercial Applicators License and submit a copy with their bid. The award will go to the vendor providing the lowest overall total cost. Vendors are responsible for all mileage, travel costs, and travel time, which should be incorporated into hourly rates or flat fees. This is an open-end contract with no specified term limit; payment is per unit price for services performed and accepted. Prior to award, the successful vendor must be registered with the West Virginia Purchasing Division and provide proof of workers' compensation insurance. The vendor must designate a contract manager available during normal business hours and submit quarterly reports and annual summaries. All bids must be submitted electronically through wvOASIS. Technical questions are due September 15, 2026. Contact James H. Adkins, buyer, at (304) 558-3397 or jamie.h.adkins@wv.gov.
