About this opportunity

The Florida Department of Environmental Protection (FDEP) is soliciting bids for the Rookery Bay National Estuarine Research Reserve's Briggs Boardwalk rebuild project, identified as Bid No. BDC60-24/25. The procurement is located in Collier County and involves reconstructing an existing boardwalk with specific engineering and permitting requirements. Weiler Engineering has completed the initial engineering work for the project. Key deliverables include obtaining necessary permits, with critical documentation already secured, such as a General Environmental Resource Permit from SFWMD valid through November 21, 2028. The project requires contractors to manage local construction permitting, with Weiler expected to secure the State Permit and local Site Improvement Permit (SIP). The bid submission deadline is July 15, 2025, with bidders required to submit a signed acknowledgment of Addendum No. Two. Contractors must send their proposals to Laurinda Micheels, Contracts Specialist, at the Bureau of Design and Construction in Tallahassee, Florida.

No specific set-aside designations or disadvantaged enterprise requirements are explicitly mentioned in the procurement documents. The project does not appear to have restrictions on the types of organizations that can respond to the bid. While no incumbent vendors are directly identified, Weiler Engineering has been involved in the preliminary engineering phases. No specific budget range or award value is provided in the available documentation. The project involves boardwalk reconstruction, with permits already secured including a "No Permit Required" status from the Army Corps of Engineers and confirmation that State Fire Marshal review is not necessary for this type of project. The procurement seems open to qualified contractors capable of completing the boardwalk rebuild at the Rookery Bay National Estuarine Research Reserve, with technical competence in boardwalk construction and permit management being implicit requirements.

Signature of Contractor and Date

The following statements supersede &supplement the corresponding items in the specifications & drawings:

1. Question: We are looking into what permit requirements there will be for us as the contractor (if awarded) for the Briggs Boardwalk that Weiler has done the engineering on. I see that you [FDEP] have also secured the State Permit with the SFWMD. On June 21st, you withdrew your SIP application with Collier [County] that was assigned PL20240005943. Will you be resubmitting for the SIP for the Briggs Boardwalk rebuild project?

Answer:

  • SFWMD: General ERP # 11-109337-P Expires: Nov 21, 2028
  • Collier County SIP: Withdrawn, No Site Permitted is required from Collier County for this work.
  • DHR: Unlikely to Affect response. No action needed.

2. Question: It's my understanding that the contractor will be responsible for the local construction permit. Weiler will be securing the State Permit and the local SIP with Collier. Am I correct that this does not require a permit from the ACOE, and it does not require review by the State Fire Marshal?

Answer:

  • ACOE: A No Permit Required was obtained.
  • State Fire Marshal: Not required for boardwalks

Also, two new documents have been added to the bid package. Please see the documents "20230823-NPR.pdf" and "230718-39460_Permit_20231121.pdf" at the following link: https://publicfiles.dep.state.fl.us/DRP/BDC/BDC%20Public%20Files%20FY24-25/BDC60-24-25%20RBNERR_-_Briggs_Boardwalk/

In all other respects, the contract documents of which this is an Addendum, and attachments relative thereto, shall remain in full force and effect.
