About this file

This document is Addendum No. Two for a Florida Department of Environmental Protection (FDEP) bid (BDC Bid No. BDC60-24/25) for the Rookery Bay National Estuarine Research Reserve's Briggs Boardwalk rebuild project. The addendum provides critical information for potential contractors, specifically addressing permit requirements and clarifying jurisdictional responsibilities. The document indicates that Weiler Engineering has completed the initial engineering work, and the project involves reconstructing a boardwalk with various permit considerations.

The addendum confirms several key permit details: SFWMD has issued a General Environmental Resource Permit (ERP # 11-109337-P) valid until November 21, 2028, Collier County has withdrawn its Site Improvement Permit (SIP) requirement, and no permit from the Army Corps of Engineers (ACOE) is needed as a "No Permit Required" status has been obtained. Additionally, the State Fire Marshal review is not required for this boardwalk project. The document instructs bidders to acknowledge receipt of the addendum by signing and including it with their bid submission to Laurinda Micheels, the Contracts Specialist at the Bureau of Design and Construction in Tallahassee, Florida.

Signature of Contractor and Date

The following statements supersede & supplement the corresponding items in the specifications & drawings:

1. Question: We are looking into what permit requirements there will be for us as the contractor (if awarded) for the Briggs Boardwalk that Weiler has done the engineering on. I see that you [FDEP] have also secured the State Permit with the SFWMD. On June 21st, you withdrew your SIP application with Collier [County] that was assigned PL20240005943. Will you be resubmitting for the SIP for the Briggs Boardwalk rebuild project?

Answer: SFWMD: General ERP # 11-109337-P Expires: Nov 21, 2028 Collier County SIP: Withdrawn, No Site Permitted is required from Collier County for this work.

DHR: Unlikely to Affect response. No action needed.

2. Question: It’s my understanding that the contractor will be responsible for the local construction permit.

Weiler will be securing the State Permit and the local SIP with Collier. Am I correct that this does not require a permit from the ACOE, and it does not require review by the State Fire Marshal?

BDC Bid No. BDC60-24/25, Addendum #2, Page 2 of 2

Answer: ACOE: A No Permit Required was obtained.

State Fire Marshal: Not required for boardwalks
