About this opportunity

The Florida Department of Environmental Protection (FDEP) is seeking professional coastal engineering continuing services through Request for Statement of Qualifications (RFSOQBDC01-24/25), specifically targeting statewide coastal engineering capabilities. The solicitation focuses on professional services that may include, but are not limited to, seven key coastal engineering criteria, with potential involvement in park development and improvement projects. Potential contractors must demonstrate comprehensive coastal engineering expertise across multiple domains, with evaluation criteria centered on technical capabilities, experience, and professional qualifications. The procurement allows for a continuing services contract, enabling flexible engagement for various coastal engineering needs. The submission deadline is July 9, 2025, with 38 days provided for proposal preparation, which exceeds the standard 30-day response period. Respondents must submit their proposals to Laurinda Micheels, Contracts Specialist, at the Bureau of Design and Construction in Tallahassee, with signed acknowledgment of the addendum required.

The solicitation appears to be open to professional engineering firms with demonstrated coastal engineering capabilities, with no explicit set-aside designations or restrictions for disadvantaged enterprises mentioned in the provided documents. An existing coastal engineering services contract (RFSOQBDC02-15/16) is currently in place, which may be dissolved and replaced if the current solicitation's awardee is from the existing contract holder. While specific budget ranges or award values are not disclosed in the addendum, the statewide scope suggests a potentially significant contract opportunity. The procurement targets firms with extensive experience in coastal engineering services, park development, and related technical capabilities. The contract structure allows for ongoing, flexible professional services across multiple potential project types, indicating a strategic approach to managing coastal engineering needs for the state of Florida.

The following statements supersede & supplement the corresponding items:

1. Question: Considering that there is a national holiday on Friday, July 4, would the state grant a time extension to July 16, 2025 to allow for a more complete and thorough response?

Answer: No. With the deadline being July 9, firms have 38 days in which to respond. The average number is a minimum of 30 days; therefore, respondents are already receiving an extension.

2. Question: On page 11 and 12, there are seven (7) criteria that will be evaluated, all focused on coastal engineering capabilities. This closely reflects the bulleted scope of services in Attachment C. In Attachment C (overview) first sentence, there is a request for "continuing services for park development/improvement." Are we to propose and provide a team to assist with park development or is the State only interested in the seven (7) bulleted items listed in Attachment C?

Answer: As stated on page 1 of Attachment C, the "services may include, but are not limited to," the 7 bulleted items.

3. Question: In 2015, the FDEP BDC issued DEP Solicitation No. RFSOQBDC02-15/16 for statewide professional coastal engineering services. The contract is not expected to expire until July 2026. Is it the State's intention to have two contracts running simultaneously with similar scopes?

Answer: In the event an existing Company under RFSOQBDC02-15/16 is awarded under the new RFSOQBDC01-24/25, the existing contract may be dissolved and replaced with the new contract under RFSOQBDC01-24/25.

In all other respects, the contract documents of which this is an Addendum, and attachments relative thereto, shall remain in full force and effect.
