About this opportunity

The Florida Department of Environmental Protection (FDEP) is seeking a contractor for the Guana Tolomato Matanzas National Estuarine Research Reserve North Boardwalk Reconstruction project, identified by bid number BDC02-25/26. The procurement involves reconstructing a boardwalk with specific construction requirements, including top-down construction methods that minimize impacts to dunes and vegetation. Contractors must use appropriate equipment like rubber track mini excavators and vibrating compactor plates for piling installation. The project requires county building permits, though environmental permits from USACE, FDEP, and SJRWMD are exempt. Bidders must submit their proposal to Alisha Sadler, Contracts Specialist, at 3800 Commonwealth Blvd., MS #520, Tallahassee, Florida, 32399-3000 by October 1, 2025. The addendum indicates flexibility in material specifications, such as allowing Lumberock 2x6 Coastal Collection Decking as an alternative to the original composite decking, provided it meets or exceeds the basis of design.

The procurement documents do not explicitly outline specific set-aside designations or restrictions for disadvantaged enterprises. There are no mentioned incumbent vendors or specific integration requirements with existing infrastructure. While the addendum does not provide a specific budget range or award value, the project appears to be a focused infrastructure reconstruction effort for a national estuarine research reserve. Potential bidders must demonstrate technical capability to perform precise, environmentally sensitive boardwalk reconstruction with minimal ecological disruption. The project requires careful equipment selection and construction techniques that prioritize preservation of the natural dune and vegetation environment. Contractors will need to show competence in coastal construction methods and adherence to environmental conservation principles.
