About this opportunity

The Division of Capital Asset Management and Maintenance (DCAMM) is soliciting proposals for approximately 7,100 usable square feet of office space (with flexibility to consider 6,390 to 7,810 square feet) in Barnstable, Bourne, Mashpee, Sandwich, or Yarmouth for the Office of the Cape & Islands District Attorney under IFP CPI 202614800, with proposals due October 14, 2027.

The space will accommodate approximately 22 personnel and 2–3 daily visitors, including the State Police Detective Unit assigned to the Cape & Islands District Attorney's office. The lease term is three years with an option to extend up to ten years, with a target occupancy date of January 2027. The proposer must provide turnkey construction and buildout on a fully managed gross lease basis, holding all contracts for architectural, engineering, permitting, and construction services. Base rent is structured on a per-square-foot basis for office, storage, and parking, with the Commonwealth preferring fully managed premises with operating expenses and taxes included in the gross lease rate.

The premises must deliver 25 general parking spaces (some available 24/7/365), accessible parking, and a location scoring 60 or greater on the GSA Smart Location Index with proximity to major highways and public transportation. Required facilities include a full records vault with 24/7 cooling and security access, evidence storage, computer forensic lab, main distribution frame room, staff offices with full-height partitions, conference and interview rooms, shower and workout facilities, and kitchen support areas. All interior finishes, flooring (carpet, luxury vinyl tile, static dissipative tile, athletic rubber), wall bases, signage, and ADA-compliant features follow detailed technical specifications. Landlord must provide utilities, HVAC maintenance (70–74°F winter, 72–76°F summer), professional janitorial services with $2,000,000 liability insurance, security systems, and initial and ongoing indoor air quality testing. Hazardous substances must be remediated before occupancy. The Commonwealth, as self-insured tenant, requires landlord to maintain commercial general liability coverage of at least $2,000,000 combined single limit and casualty insurance at 100% replacement cost. Compliance with Executive Order 594 (energy efficiency and decarbonization), Executive Order 481 (immigration law and worker eligibility), and all applicable building codes, ADA requirements, and Massachusetts Architectural Access Board regulations is mandatory. Proposals must include verified CAD floor plans, evidence of property control, and documentation of historic or environmental certifications. DCAMM reserves the right to reject all proposals, negotiate with multiple proposers, or request best and final offers.
