About this opportunity
The Massachusetts Division of Capital Asset Management and Maintenance (DCAMM) is soliciting ten-year lease proposals on behalf of the Department of Mental Health (DMH) and Department of Developmental Services (DDS) for approximately 6,700 usable square feet of client and customer service office space, with proposals due December 10, 2026 at 2:00 p.m. No formal set-aside or preference program applies. Proposers are instead encouraged to align with Commonwealth Policy Objectives, including prioritization of Gateway Cities, environmental justice areas, climate and decarbonization objectives, historic property preservation, inclusive design, and workforce diversity initiatives.
Eligible sites must be in Douglas, Grafton, Millbury, Northbridge, Oxford, Uxbridge, or Webster, Massachusetts, and DCAMM will consider space between 6,000 and 7,500 usable square feet. The space will house a DMH Area Office and a DDS Administrative Office serving approximately 30 visitors per day, with a target occupancy of January 2027 or as soon thereafter as possible. Staff areas total 2,131 square feet for 23 to 24 seats.
The RFP requires a fully managed, gross lease. The landlord must complete turnkey Landlord's Improvements per the Space Allocation and Finish Schedule, provide professional design services, and cover HVAC maintenance, janitorial services, utilities, security access, and initial and ongoing indoor air quality testing. The landlord must also warrant that hazardous substances are remediated before Commonwealth occupancy. Parking requirements include 30 general spaces, some available 24/7/365, accessible parking compliant with MAAB and ADA standards, and information on electric vehicle charging stations.
Financial evaluation considers base rent, operating expenses, taxes, parking, and other occupancy costs, and proposals must itemize costs year by year for the full ten-year term. DCAMM is not obligated to accept the lowest-priced proposal and reserves the right to select based on subjective value and ability to meet agency needs, to reject all proposals, or to negotiate with multiple proposers. Site visits by DCAMM and the user agency are conducted for each competitive proposal, and the proposer or an authorized representative must attend.
Proposals must be submitted through COMMBUYS as a completed Lease Proposal form with verified CAD floor plans and any proposed lease riders, or delivered to the DCAMM Office of Leasing and State Office Planning by mail, messenger, in person, or electronically at leasepropsubmittal.DCAMM@mass.gov. Proposers must check the "Last Change" field in COMMBUYS, since the Commonwealth will not accommodate proposals built on outdated documents, and any unauthorized modification to the solicitation results in disqualification.
