About this opportunity
The State of Tennessee Department of General Services (DGS), Real Estate and Asset Management (STREAM) division is requesting bids for an acoustic and/or vibration monitoring system for the James K. Polk Building in Nashville under ITB Event #13994, with bids due November 30, 2026 and a pre-response conference scheduled for October 16, 2026 at 10:30 a.m. Central Time via Microsoft Teams.
The scope requires furnishing, installing, and maintaining a 16-channel single-axis accelerometer monitoring system for the 18-story structure, with eight accelerometers on the core roof-level concrete slab and eight on the perimeter roof-level deck. The system must continuously monitor post-tensioned truss anchorage and roof framing, detect anomalies within a five-foot radius of sensors, function independently of the State's network via self-contained cellular modem, scan all channels at a minimum 10 kHz rate, and achieve 99.99% minimum uptime. The contractor must provide on-site installation and setup personnel, submit manufacturer data and shop drawings for State approval prior to fabrication, conduct on-site acceptance testing with signal quality and trigger threshold verification, deliver weekly system activity reports, provide critical anomaly reports within five minutes of detection, and maintain the system per manufacturer recommendations with critical hardware repairs completed within 15 days. All installation and testing must comply with the 2014 National Electrical Code and applicable Metro Nashville and Davidson County electrical codes. A site visit is mandatory for exact measurements and examination before submission.
The contract term is three years with two optional one-year renewals for a maximum five-year total. A minimum 60-month warranty is required on installation, materials, and equipment service life. Unit pricing is required for both the monitoring system installation and annual maintenance and reporting services. Contractors must be registered in the Tennessee Supplier Portal (Edison) and comply with Tennessee Department of Revenue registration and contractor licensing requirements. All responses require completion of a diversity business participation form with ongoing monthly submissions until reasonable diversity participation is achieved. The written questions deadline is October 22, 2026 at 2:00 p.m. Central Time. Award will be made to the single responsive and responsible bidder offering the lowest cost meeting all requirements.
