About this opportunity
North East Transportation Company, Inc. (NET), a Connecticut Department of Transportation-operated transit system serving the Waterbury, Meriden, and Wallingford metropolitan areas, issued Request for Proposal #11-25 on December 10, 2025, seeking an accounting software implementation service provider. The procurement requires vendors to provide a fully cloud-based, Software-as-a-Service (SaaS) solution with comprehensive implementation services, data migration, training, support, and documentation to transition the organization from its current Great Plains accounting system to a new platform. The required system must support a complete accounting lifecycle including General Ledger, Accounts Payable, Accounts Receivable, and Payroll cost allocations, with the ability to track expenses in compliance with the Federal Transit Administration's Uniform System of Accounts (USOA), manage multiple legal entities, support configurable allocation bases, and generate comprehensive financial and operational reporting. The solution must accommodate 10 full financial users, 2 limited users, and 5-10 additional user licenses for future expansion, with future integration capability to time and attendance modules. Training must be conducted on-site at NET facilities, while demonstration, implementation, and support services may be delivered remotely. The RFP evaluation will be weighted 60% on technical specifications and scope of services, 20% on price, and 20% on responsibility questionnaire and required submittals. The question and answer period runs from December 19, 2025, at 11:00 AM EST through December 23, 2025, at 2:00 PM EST, with proposals due by January 13, 2026, at 2:00 PM EST. The anticipated five-year contract term would begin February 1, 2026, and conclude January 30, 2030, with NET reserving the right to extend for up to three months.
This procurement is open to all qualified vendors without set-aside designations, restrictions based on business size or enterprise classification, or designated Small Business Enterprise (SBE) or Disadvantaged Business Enterprise (DBE) goals. The incumbent vendor information indicates that the original Great Plains implementation was conducted by Alan Sleath of Aristo Data Systems prior to 2016, with subsequent support provided by CAL Business Solutions Inc., though no requirement exists to maintain continuity with these vendors. NET currently operates with 182 full-time employees and 2 part-time employees, with 146 unionized employees across 2 separate bargaining units and 37 non-union employees, operating under a single FEIN (06-0474090), and prefers solutions within the Microsoft ecosystem, though Microsoft 365 Online with Single Sign-On is not currently enabled. The organization is exempt from state and federal sales taxes and has indicated no established budget for this project and does not require bonding. All proposals must include completed responsibility questionnaires, certifications regarding suspension and debarment, affirmative action policies, non-collusion affidavits, and compliance with state and federal requirements, with pricing to be submitted on provided forms with detailed breakdowns for all materials, installation, services, travel, licenses, hosting, and training across all five contract years. The contract is subject to all applicable Federal Transit Administration requirements, Buy America provisions, and civil rights requirements.
