About this opportunity

Arapahoe Community College, a Colorado state institution, is soliciting sealed bids for Project 2016-061M15, an upgrade to campus access control and monitoring systems with an estimated construction cost of $399,000. The scope of work includes replacement of obsolete aluminum frame storefront systems, retrofit of existing doors with electrified latch systems for emergency lock-down security hardware, upgrade of security monitoring software and hardware, and enhancement of existing camera systems for improved resolution and data storage. Qualified general contractors must demonstrate a minimum of five years of prior installation and management experience on projects of equal size and complexity. Bidders must submit sealed proposals by Thursday, May 26, 2016 at 1:00 p.m., with a mandatory pre-bid meeting scheduled for Friday, May 13, 2016 at 1:00 p.m. in Room 4140 of the Main Building at 5900 South Santa Fe Drive, Littleton, Colorado. Substantial completion is required by November 23, 2016, with final completion including all warranties, documentation, and inspections due within 30 calendar days thereafter. Bidders must acknowledge receipt of all addenda on their bid forms, and must bid on all alternates while indicating project timeline from Notice to Proceed to Substantial Completion in calendar days, with additive and deductive alternates being mutually exclusive options within a single bid submission.

This procurement is subject to Colorado resident bidder preference and Colorado labor requirements mandating that eighty percent of work be performed by Colorado residents for public works projects over $500,000, with written justification required for any non-compliance. Service-Disabled Veteran Owned Small Businesses may qualify for consideration if they provide proof of certification from the U.S. Department of Veterans Affairs. All contractors must execute Performance Bonds (State Form SC-6.22) and Labor and Material Payment Bonds (State Form SC-6.221) in amounts equal to the contract value, maintain commercial general liability insurance of $2,000,000 aggregate and automobile liability insurance of $1,000,000, and comply with Colorado's unauthorized immigrant employment verification requirements through participation in the E-Verify Program or the Department Program. A bid bond of not less than 5 percent of the total bid amount is required, guaranteed by either State Buildings Programs Bid Bond Form SC-6.14 or a cashier's or certified check payable to the Treasurer of the State of Colorado, with the bid bond remaining valid for 30 days following bid opening. The contract award will be made to the lowest responsible bidder, and failure to complete work within the agreed timeline subjects the contractor to liquidated damages as specified in the contract documents. Bidding documents are available electronically through the Architect's FTP website at yontanner.com/projects/ACC Security Upgrades at no cost.
