About this opportunity

The Nevada Army National Guard Office of the Adjutant General is soliciting bids for access road and security fence repairs at Floyd Edsall Training Center in North Las Vegas under ADG Project No. 43ADG-S3999, with bids due September 24, 2026 at 11:00 a.m. via NevadaEPro.com and Microsoft Teams. This is a federally funded project triggering Davis-Bacon wage requirements and prevailing wage compliance under Nevada Revised Statutes Chapter 338.

The scope encompasses roadway re-grading, drainage improvements, erosion-control measures, and riprap placement to restore an access road and perimeter security fence damaged by storm events. The contractor must provide all labor, materials, equipment, dust control, water use, hauling, spoil handling, and permits. Specific work includes reconstruction of the washed-out road embankment using native soil compacted to a minimum of 95 percent, restoration of original design grades and cross-slopes, upstream drainage and erosion-control feature installation, and repair of perimeter fence segments with proper compaction around fence posts. The scope includes four separate bid alternates priced independently from the base bid, with the government reserving sole discretion to accept or reject any alternates. All personnel must complete and receive approval of a Nevada National Guard Annex H background check form prior to site access.

The estimated construction cost for the base bid is $138,000. The contract term is 60 calendar days from Notice to Proceed, with liquidated damages of $980.00 per excess calendar day. All bids exceeding $100,000 require a bid bond equal to 5% of the total bid amount and performance and payment bonds upon contract award. Bidders must be properly licensed by the Nevada State Contractors Board and pre-qualified under Nevada Revised Statutes Section 338.1375.

A non-mandatory pre-bid meeting is scheduled for September 11, 2026 at 10:00 a.m. at 6600 N Range Road, Las Vegas, Nevada 89165. Bidders must submit 5% subcontractor lists with initial bids and 1% subcontractor lists within two hours of bid opening. The three lowest responsive bidders must submit comprehensive 48-hour subcontractor lists within 48 hours of receiving an Intent to Award letter. Award recommendations will be posted on NevadaEPro within 24 hours of bid opening, followed by a 5-day protest period before final determination.
