About this file

This is an as-built document with redlines detailing repair requirements for the Access Road and Security Fence project at Floyd Edsall Training Center in Nevada, prepared for revision 3 as of September 2026. The document serves as a technical specification and construction guide outlining the condition of existing infrastructure and required remediation work. The project encompasses repairs to both access road infrastructure and perimeter security fencing at the training facility, with detailed specifications, measurements, and construction standards incorporated throughout the document to ensure compliance with project specifications and as-built conditions.

The redlined revisions indicate modifications to original specifications and requirements based on field conditions and construction progress. The document functions as the authoritative reference for contractor performance expectations and final project acceptance criteria, detailing technical requirements that contractors must meet during the repair phase. No specific pricing information, contract award dates, set-asides, response deadlines, or site visit schedules are contained within this technical specification document.

Nevada Army National Guard Office of Installations and Environment Redline Note Sheet – Access Road Repair & Erosion Control Improvements

Date: September 3, 2026 Project (LOCATION-OBJECT-ACTION): FETC Security Access Road Repair and Drainage Improvement (43ADG-S3999)

GENERAL NOTES

1. All redline locations shown on this sheet represent approximate field extents for roadway repair, erosion‑control treatments, rock armoring, and drainage stabilization.

2. Dimensions shown are approximate and may be adjusted in the field as directed by the Nevada Army National Guard Project Manager to meet actual site conditions.

3. All erosion‑control work shall prioritize earthwork and non‑structural features unless otherwise noted in this attachment.

4. Engineered features (e.g., culverts, end treatments, reinforced elements) may be incorporated only if shown in redlines or specifically authorized by the

Project Manager.

5. No work shall alter drainage in a manner that increases risk to the access road, fence line, or downstream facilities.

ROADWAY REPAIR LIMITS

6. Road repair extents are shown on the redline plan as the area of observed storm‑related washout and adjacent degraded sections.

7. The Contractor shall restore the road to its original plan‑set grade, crown, and cross‑slope throughout the redline boundary.

8. The washout zone shall be filled with native compacted soil and shaped to match existing roadway geometry.

9. Final driving surface shall be stabilized to form a dense crust.

EROSION‑CONTROL & ENERGY‑DISSIPATION ZONES

10. Upstream erosion‑control measures are shown in redline as a triangular energy‑dissipation pad located north of the access road.

11. The pad depicted is non‑structural rock armoring constructed to diffuse and reduce stormwater velocity before flow reaches the road embankment.

12. The triangular pad shown in redlines includes:

• Approx. 35 ft base

• Approx. 70–75 ft height

• Approx. 100 ft hypotenuse oriented downslope toward the road

13. Rock thickness for the pad shall be 12 inches of 6–12 inch angular rock unless otherwise revised during field coordination.

TRANSITION ZONE (ROAD INTERFACE)

14. A taper zone is shown along the hypotenuse, extending approximately 10 ft in width.

15. The taper zone reduces rock from full thickness to zero near the road embankment.

16. The taper shall create a smooth, continuous grade and shall not produce depressions, bowls, basins, abrupt edges, or collection points.

17. No rock shall be placed on the roadway surface.

18. No excavation shall take place at the road toe.

DRAINAGE PATH & FLOW BEHAVIOR

19. Redlines show the general stormwater flow direction as originating from the abandoned railroad trestle and traveling south-west toward the road.

20. Erosion‑control grading shall promote diffuse, non‑concentrated flow across the energy‑dissipation pad.

21. Contractor shall avoid creating unintended channels or drainage patterns not shown in the redlines.

FENCE REPAIR AREA

22. The Contractor shall restore the fence to its original plan‑set location and grade throughout the redline boundary.

23. All fence repairs shall achieve 95% compaction around posts and restore alignment per redline indication.

MATERIAL QUANTITIES SHOWN ON REDLINES (REFERENCE ONLY)

24. Approximate rock quantity indicated on redline exhibits:

• Triangular pad: ~47 CY

• Taper zone: ~19 CY

• Total: ~70 CY (estimate for bidding)

25. Actual quantities may vary based on field conditions and shall be adjusted as directed by the Nevada Army National Guard Project Manager.

CONSTRUCTION NOTES

26. All earthwork shall tie smoothly into surrounding terrain to avoid creating concentration points or erosion hazards.

27. Contractor shall maintain and protect all redline‑defined work areas during construction.

28. Contractor shall provide field‑verified measurements and notify the Project Manager of any inconsistencies observed between redlines and site conditions.

REDLINE INTERPRETATION

29. Redlines represent field-adjustable guidance, not formal engineered drawings.

30. Redlines shall be followed precisely, except where site conditions require minor adjustments approved by the Project Manager.

31. Any proposed deviations must be reviewed and approved before implementation.

BID ALTERNATES (Corresponding to Redline Additive Zones) Bid Alternate A – Additional Rock Armoring

• Add up to 25 CY of rock to expand erosion‑control zones indicated in redline.

Bid Alternate B – Additional Grading & Slope Stabilization

• Extend grading limits beyond redline Exhibit A as directed.

Bid Alternate C – Additional Fence Footing Reinforcement

• Add compaction or soil replacement around fence areas beyond redline extents.

Bid Alternate D – Additional Shoulder Protection

• Install supplemental berms or rock pockets along road shoulders where marked as optional redlines.
