About this file
This is a Scope of Work document prepared by the Nevada Army National Guard Office of Installations and Environment for civil repair services at the Floyd Edsall Training Center in North Las Vegas. The project encompasses roadway repairs, re-grading, drainage improvements, erosion-control measures, and riprap placement to restore an access road and security fence damaged by storm events. The contractor shall provide all labor, materials, equipment, dust control, water use, hauling, spoil handling, and permits necessary to reconstruct the washed-out road embankment using native soil compacted to a minimum of 95 percent, restore original design grades and cross-slopes, install upstream drainage and erosion-control features to reduce stormwater damage, and repair perimeter fence segments with proper compaction around fence posts. The scope includes four separate bid alternates to be priced independently from the base bid, with the government reserving the right to accept or reject any alternates at its sole discretion. The project schedule is to be determined by the Adjutant General Project Manager. Response procedures, specific due dates, site visit requirements, and pre-bid conferences are not addressed in this document.
The Scope of Work does not specify pricing terms, set-aside provisions, or funding amounts and sources. However, contractors must provide proof of Nevada business licensure, liability insurance, and worker's compensation insurance naming the Office of the Military as the certificate holder and additional insured party. Contractors must be registered vendors with the State of Nevada Controller's Office and utilize electronic transfer for payment. All personnel working on-site require completion and approval of a Nevada National Guard Annex H background check form prior to entry. Contractors are responsible for verifying all existing site conditions and determining required quantities based on field investigation. A one-year warranty is required for all workmanship and materials. Access to National Guard property requires valid government-issued identification, legally registered and insured vehicles, and is subject to person and equipment searches at any time, with the Nevada National Guard reserving the right to deny access as needed.

Nevada Army National Guard Office of Installations and Environment Scope of Work Summary
Date: September 3, 2026 Project: Access Road and Security Fence Civil Repairs at Floyd Edsall Training Center, North Las Vegas
General Intention: This Scope of Work is intended to include all work required to complete the project described below. Vendors who submit proposals are required to include and disclose in their proposal all work deemed necessary to complete the project.
Task(s):
This project consists of providing all labor, materials, and equipment to complete necessary roadway repairs and re-grading for an existing Access Road and Security Fence due to storm-related damage. Additional work includes drainage improvements, erosion-control measures, and riprap placement/stabilization to protect the existing road and perimeter fence from future stormwater-related damage.
Scope of Work:
The purpose of this project is to restore roadway functionality, improve drainage behavior in the immediate project area, and increase the resilience of the access road at the storm‑damage blowout location to ensure safe, durable passage for security and training operations. Redline attachments included with this SOW shall depict approximate roadway repair limits, erosion‑control treatment zones, and general grading requirements.
The Contractor shall perform roadway repairs, re‑grading, and localized drainage stabilization necessary to restore the existing dirt access road to its original design configuration as shown in design plans. The Contractor shall reconstruct the washed‑out road embankment using native soil, compacted to a minimum of 95 percent, and finish the travel surface to create a dense, stabilized crust. All roadway grades, crown, and cross‑slope shall match the original plan‑set design intent.
Stormwater currently approaches the access road from the north, flowing downslope from the abandoned railroad trestle along a natural drainage swale that leads toward the historical blowout location. To reduce erosive forces before runoff reaches the road embankment, the Contractor shall install drainage and erosion‑control improvements upstream of the access road. These improvements may include, but are not limited to, grading, rock armoring, energy‑dissipation treatments, slope stabilization, localized flow‑dispersion features, or minor channel shaping, as shown in the accompanying redline attachments.
If specifically shown in the redline exhibits (43ADG-S3999_As-Built with Redlines_Repair Requirements.pdf) or authorized by the Adjutant General (ADG) Project Manager during construction coordination, the Contractor may incorporate engineered drainage elements, such as culverts or reinforced end treatments, where performance needs warrant. Unless explicitly shown otherwise, earthwork and non‑structural features shall be used as the preferred approach for erosion‑control under this contract.
All erosion‑control grading shall encourage diffuse flow and minimize concentrated hydraulic energy directed toward the access road and fence line. The Contractor shall ensure final grading does not create retention pockets, abrupt edges, or flow paths that may cause washout, channelization, or localized embankment erosion.
The Contractor shall repair and resecure exposed perimeter fence segments where erosion has undermined fence foundations. All fence repairs shall eliminate exposed footings, restore proper fence alignment, and achieve a minimum soil compaction of 95 percent around all fence posts. The finished grade must remain flush with surrounding terrain for security and operational integrity.
Before beginning any earthwork, the Contractor shall verify all existing dimensions, drainage patterns, elevations, flow paths, and site conditions. The Contractor’s bid shall account for all labor, materials, equipment, dust control, water use, hauling, spoil handling, permits, fees, and incidental costs necessary to complete the work. The
Contractor is responsible for determining all required cut, fill, compaction, and grading quantities based on site verification.
Stormwater leaving the project site flows toward the City of North Las Vegas right‑of‑way; the Contractor shall coordinate with the City to determine whether notifications or approvals are required for work potentially affecting downstream conveyance. No guarantee is implied that such approvals will be required.
All work shall be performed in accordance with applicable safety standards, military construction requirements, and environmental regulations. The Contractor shall maintain site security and ensure all work areas are properly barricaded and controlled using fencing, signage, or other approved methods. A one‑year warranty is required for all workmanship and installed materials.
Bid Alternates: In addition to the Base Bid scope of work identified herein, the Contractor shall provide separate, itemized lump-sum pricing for the four (4) Bid Alternates identified on page 2 of the redline exhibit (43ADG- S3999_As-Built with Redlines_Repair Requirements.pdf). Bid Alternate pricing shall include all labor, materials, equipment, supervision, permits, mobilization, disposal, incidental work, and other costs necessary to provide a complete and operational installation as described.
Each Bid Alternate shall be priced separately from the Base Bid and shall not be included in the Base Bid amount.
The Contractor shall clearly identify the cost for each Bid Alternate on the Bid Schedule. Do not combine, aggregate, or deduct Bid Alternate pricing from the Base Bid.
The reserves the right to accept or reject any or all Bid Alternates, in whole or in part, at its sole discretion.
Acceptance of a Bid Alternate will be communicated to the Contractor through the contract award or subsequent written direction, as applicable. The Government is not obligated to accept any Bid Alternate, regardless of whether the Contractor's Base Bid is selected.
Should additional information be needed, the Contractor shall contact the ADG Project Manager prior to submitting a proposal.
