About this opportunity

Delaware State University is soliciting proposals for an Academic Management Platform software solution, with responses due July 29, 2026, at 3:00 PM Delaware local time and written questions due July 8, 2026.

The platform must support student learning and licensure tracking, fieldwork management, assessment and accreditation reporting, ePortfolios, curriculum mapping, and institutional planning. The University reserves the right to award to a single vendor or multiple vendors and will evaluate proposals on best value rather than lowest cost.

Evaluation is weighted across seven criteria: functional fit for student learning and licensure (10 points), planning and self-study capabilities (20 points), technical requirements (15 points), vendor support and experience (10 points), implementation approach (15 points), compliance documentation (10 points), and cost proposal (20 points). Cost proposals must itemize software licensing, implementation, training, data migration, customization, support and maintenance, integrations, and optional modules using a three-year base plus two optional one-year extension years pricing structure.

The contract term is three years plus two optional one-year extensions, or alternatively a five-year contract negotiated at award. The projected contract start date is September 1, 2026. The University is using non-State funds. Minority Business Enterprises, Disadvantaged Business Enterprises, Women-Owned Business Enterprises, and Veteran-Owned Business Enterprises will receive full opportunity to submit bids with no discrimination based on race, creed, color, sex, sexual orientation, gender identity, or national origin.

Vendors must provide proof of Commercial General Liability and Errors and Omissions insurance of $1,000,000 per occurrence and $3,000,000 aggregate, financial responsibility documentation, business references, and evidence of no debarment or suspension. Responses must be submitted electronically as a single unprotected PDF file not exceeding 5 megabytes to contracts@desu.edu. The University has waived the bid bond requirement. Bidders assume all risk for incomplete responses, late delivery, or delivery to incorrect email addresses and must obtain confirmation of bid receipt. Responses are posted to written questions by July 22, 2026. Award is targeted for September 1, 2026.
