About this file

This Addendum 1 document provides Questions and Answers clarifications for Delaware State University's Request for Proposal for an Academic Management Platform (RFP DSU260714-ACADEMICMG). The University seeks a comprehensive software solution supporting student learning and licensure tracking, fieldwork management, assessment and accreditation reporting, ePortfolios, curriculum mapping, and institutional planning. The platform must be fully implemented and operational by October 1, 2026, with a projected contract start date of September 1, 2026. The University will accept SaaS solutions hosted in commercially available cloud environments or on-premises deployments, provided they meet security, compliance, data protection, and integration requirements. Delaware State University currently serves approximately 4,800 students and requires the solution to support role-based access controls for faculty, staff, administrators, and external reviewers. The University requires institutional accreditation support through the Middle States Commission on Higher Education (MSCHE) and various programmatic accreditation agencies. Historical data migration will be required from the current Watermark platform to the new solution. Vendors may propose fully remote, hybrid, or on-site implementation approaches, and the University will consider both single integrated platforms and solutions that leverage integration with existing institutional systems to satisfy functional requirements.

The University will not disclose detailed information about its current enterprise application portfolio but expects proposed solutions to support industry-standard integration methods with common higher education systems, including Student Information Systems, Learning Management Systems, Human Resources systems, and Microsoft Entra ID identity management platforms. For newly established companies, the University will accept business references based on projects performed by proposed key personnel while employed by previous organizations, and may accept alternative financial documentation such as reviewed or compiled financial statements, bank references, lines of credit, or parent company guarantees in lieu of audited financial statements. Vendors must submit cybersecurity and compliance documentation including HECVAT, VPAT, API documentation, and applicable MSA/SLA documentation. Vendors should complete the pricing schedule in a transparent manner that reflects the total cost of ownership across all solution components, whether provided natively or through integrations, and should clearly identify which capabilities are delivered natively, which are provided through integrations, and any third-party dependencies.
