Services must be culturally responsive and address instructional, institutional, and cultural barriers for at-risk students. Proposers must demonstrate a minimum of three years' experience providing similar services in a K-12 school district environment.

The initial contract term is one year, with the District retaining the option to renew for up to four additional one-year terms based on satisfactory performance, continued need, mutual written agreement, and funding availability. The District may cancel the contract at any time with 30 days' prior written notice. Pricing shall remain firm and fixed throughout the initial contract term and any renewal periods.

Evaluation criteria are weighted as follows: experience and qualifications (35%), services offered and approach/method (25%), proposed budget and not-to-exceed fees (25%), and references (15%). Contractors must maintain comprehensive insurance coverage including workers' compensation, general liability, professional liability, and sexual abuse and molestation insurance with minimum limits of $1 million per occurrence. All staff who may contact students must obtain California Department of Justice clearances and fingerprint clearances. Proposals must include detailed fee proposals with itemized budgets, hourly fee schedules by team member position, and reimbursable expenses. The District reserves the right to award contracts to one or multiple qualified proposers or make no award.
